Regarding goals for 2022, Deputy Minister of Vu Thi Mai requested the General Department of Vietnam Customs (GDVC) to focus on carrying out the following tasks:

Firstly, the GDVC is required to exceed the revenue target of 5% compared with the annual estimate and not lower than the results in 2021.

To do this, the GDVC should soon issue a directive on the budget task in 2022, including providing solutions for each unit. In addition to trade facilitation, the country’s top customs should promote and implement measures to prevent revenue loss, especially revenue loss through code and customs value; focus on post-customs audit.

Second, the GDVC should build institutions, reform administrative procedures, urgently submit to the Government for promulgation decrees related to customs; perform the coordinating role of the Standing Office of the National Steering Committee on ASEAN Single Window, National Single Window and Trade Facilitation (Committee 1899).

Third, the GDVC should continue to strengthen the fight against smuggling, commercial fraud, counterfeit goods and drugs; implement inspection and examination; promote post-customs clearance audit, combat origin fraud and illicit transshipment.

The GDVC is requested to focus on risk analysis to develop plans and control areas and products at high risk such as waste, scrap, petroleum products, minerals, goods with high tax rates, goods harming the environment, foreign alcohol and tobacco; goods temporarily imported for re-export; and goods in transit.

The GDVC should actively advise and comply with the directives of the Government, the Prime Minister and the National Steering Committee 389 on the fight against smuggling, commercial fraud and counterfeit goods, and execute programs, working plans, regimes on reporting, advising and developing policies as well as direct competent forces to effectively coordinate in performance.

Fourth, the country’s top regulator should perform internal financial administration.

Fifth, the GDVC is required to publicize and strictly comply with resolutions, conclusions and directions of the Central Committee on strengthening the Party building and rectification, preventing and driving back degradation in political thought, morality and lifestyle, manifestations of “self-evolution” and “self-transformation” among members; promote learning and following Ho Chi Minh's thought, morality and style; regulate the role model-setting responsibility of cadres and party members, especially key leaders at all levels; and tighten discipline in the customs sector.

At the same time, strictly follow the conclusions and recommendations of the inspection and audit agencies, and the Central Inspection Committee.

The Deputy Minister believes that the GDVC will successfully complete its mission in 2022 and the following years.
