The Plan’s target is that all administrative procedures related to the State management for import and export goods and goods in transit; people and means of transport on exit, entry and in transit are processed via National Single Window under the method of online public service at level 4.

All the relevant Government agencies directly and indirectly using information on export, import and transit of goods, exit, entry, transit of people and means of transport are allowed to connect and share information on State management via National Single Window.

To comprehensively reform the specialized inspection for goods exported and imported under the principle of only inspecting at border gates for goods affecting social safety, national security and social morality and environment, customs and habits, subject to quarantine or seriously affecting the health of the people. For other commodities, the inspection on quality, standards and conformity is shifted into post-inspection or based on the assessment of the level of compliance of the business and risk level of goods in each period and based on technical specific standards and regulations; if the technical standards and regulations cannot be issued, there must be methods for public and transparent inspection.

The plan sets specific targets that by 2019, public administrative procedures that have a large number of transactions and affect the operations of enterprises, organizations and people, must be processed via National Single Window, which must reach at least 80% of the total number of administrative procedures for export, import or transit goods; people and means of transport on exit, entry and in transit.

By the end of 2020, to complete the processing of all administrative procedures for goods imported and exported and in transit; people and means of transport on exit, entry or in transit via National Single Window. Fees of 100% administrative procedures processed via National Single Windowmust be collectedby e-method.

E-documents (e-permit, e-certificate and equivalent e-documents) issued via National Single Window are used when processing other relevant administrative procedures.

To implement the exchange and mutual recognition of commercial documents that are issued in e-form with ASEAN countries and the exchange and processing of commercial documents with countries and economic communities under national agreements and commitments which Vietnam is a contracting party. To improve the management mechanism of e-commerce activities for goods imported and exported across borders.

In 2018 and following years, continue to reduce and simplify the list of import goods subject to specialized management and inspection before Customs clearance; comprehensively reform specialized inspection for import and export goods, and reduce the number of import consignment subject to specialized inspection at border gate to less than 10%.

In 2019, all consignments subject to specialized inspection before Customs clearance must meet technical standards and inspection criteria.

1. According to trade statistics of Vietnam Customs, in October of 2024, a 5.2% upwards in total external merchandise turnover of Vietnam was recorded as compared to the result of September 2024. Exports went up 4.6 %, to USD 35.64 billion and imports increased 5.8%, to USD 33.60 billion in terms of month-on-month basis. As a result, there was a USD 2.03 billion surplus in Vietnam’s trade balance in this month.

The Vietnam Customs Statistics announced that in the second half of October, 2024 the total Vietnam’s exports of US dollars 19.39 billion and imports of nearly US dollars 17.63 billion resulted in a trade surplus of US dollars 1.76 billion. Accordingly, the total value of export and import turnover of Vietnam in the second half of October was over US dollars 37.02 billion, up by 16% as compared to the first half of October-2024. Furthermore, in the first 10 months of 2024, Vietnam was in trade surplus of USD 23.35 billion.
