Selection and classification of enterprises

According to the HCMC Customs Department, the theme "Customs procedures in logistics and anti-cargo congestion at Cat Lai terminal" is one of the contents to reform, modernize and facilitate trade for enterprises, which has been prepared many months ago to focus on the deployment in 2019. Accordingly, HCMC Customs Department and Saigon New Port Corporation will plan berths, classify imported enterprises and goods ... to ensure the customs clearance as fast as possible for enterprises with high revenue and authorized economic operators, etc.

So far, HCMC Customs Department and Sai Gon New Port Corporation, the governing unit operating at Cat Lai terminal, have listed reputable enterprises which abide well by customs law and imported goods not subject to specialized inspection. The two parties have agreed on the list of enterprises in accordance with the set criteria for the first phase.

According to Mr. Nguyen Nang Toan, Deputy General Director of Sai Gon New Port Corporation, HCMC Customs Department is currently reviewing and selecting a list of customers subject to group of customers who need to pick up goods early. With this group, Sai Gon New Port Corporation has selected 50 enterprises whose imported goods often stay in the yard for a short time to propose the Customs agency to include in the theme.

After completing the list of customers for the phase 1, the two parties will have commitments on the interests of customers and businesses when participating in the theme, in which Saigon Newport Corporation will undertake to reduce expenses from 5-10% for customers if using logistics service of Sai Gon New Port. The Customs agency will also commit to ensure the most favorable conditions for import and export activities of enterprises, which ensures the channel classification rate according to regulations.

There will be many breakthroughs in customs clearance

According to HCMC Customs Department’s leaders, in 2011, the Department issued a message to strive to reduce 70% of clearance time specified in the Customs Law. One of the solutions to achieve this goal is procedural reform, customs modernization and trade facilitation to enterprises. In particular, the coordination with port operators to support and facilitate enterprises is a concern. To carry out the theme "Customs procedures in logistics and anti-cargo congestion at Cat Lai terminal", HCMC Customs Department’s leaders actively worked with Sai Gon Newport Corporation to discuss and approve some contents to create a breakthrough in management, as well as create the most favorable conditions for clearance of import and export goods through Cat Lai terminal.

Director of HCMC Customs Department Dinh Ngoc Thang said that, the Department is currently carrying out procedures for about 50,000 import-export enterprises and making customs clearance for goods of border gate transfer of neighbouring units. In order to serve and create the most favorable conditions for trade activities, HCMC Customs has classified enterprises under its management towards maximum facilitation for enterprises that abide by the law and have great flow of import-export goods, as well as contribute large tax amounts to the State budget.

Mr. Ngo Minh Thuan, General Director of Sai Gon Newport Corporation said that he was very excited and agreed with the deployment of the above theme of HCMC Customs Department. The implementation of these solutions will create breakthroughs in customs reform and modernization and facilitation for enterprises in 2019. "Saigon Newport wants to save costs and time for customers to use its services. We will have a separate plan for this program and give separate commitments and contracts with customers joining the program. Customs is required to develop a mechanism for clearance before goods arrival at port, Customs committed that customers will only pass through one door as the customs agent of Saigon Newport Corporation"- Mr. Ngo Minh Thuan emphasized.

Besides, HCMC Customs Department and Saigon Newport Corporation continue to propose ministries and agencies to build a mechanism to create most favourable conditions for the operation of Customs agent and for Sai Gon Newport Corporation to be recognized as a authorized customs agent. Currently, Saigon Newport Corporation is using 1 digital signature for all customs declaration activities in the whole system, Saigon New Port Corporation will work and guarantee and pay taxes for some large customers that meet the set criteria.

Currently, HCMC Customs Department and Tan Cang Sai Gon Corporation have agreed on the list of enterprises meeting the criteria for participation in the above theme. The two sides agreed to implement the theme this March to create a breakthrough in the clearance of import and export goods at Cat Lai terminal which has the largest volume of import and export in the country.
