Promote digital transformation

Assessing the benefits achieved after two years of applying the National Single Window System and the Automated System for Customs Management at Noi Bai International Airport, Mr. Hoang Manh Ha, Deputy General Director Vietnam Air Cargo Services Joint Stock Company (ACSV) said that the National Single Window brings benefits to stakeholders, saves costs and human resources.

The enterprise only submits the declared information on the system, the system will automatically process and return the results to the enterprise and send a notice to the customs office.

According to Mr. Hoang Manh Ha, for the air transport industry, the declaration procedures are streamlined and enterprises do not have to submit many sets of documents to state management agencies, but only send electronic information one-time only to the National Single Window Portal. This saves time and costs. The information will be connected and shared with state management agencies, supporting control and supervision.

In addition, the Aviation National Airline Single Window contributes to promoting domestic airlines to carry out digital transformation and modernize the flight management system according to international standards, thereby improving the competitiveness and business performance; creating a premise for Vietnamese and international airlines to apply e-Airway bill according to the Montreal Convention 99 that the Vietnamese Government has ratified; saving time, costs and human resource due to not having to create, print, and present paper documents for each flight.

Regarding the Automated System of Customs Management system, Mr. Hoang Manh Ha said that the information connection and exchange with port, airport and warehouse operators not only helps Customs closely and promptly monitor the movement and status of goods under the customs supervision, but also brings practical benefits to the business community and relevant agencies.

Furthermore, warehouse operators can actively check the customs clearance declaration forms of import and export enterprises, and grasp the detailed information of the declarations. In addition, information and customs declarations of enterprises are saved online, making statistics and document management scientific and easy.

In particular, enterprises and customers do not need to present a declaration of eligibility at the customs office upon customs clearance. Enterprises can actively look up completed declarations on the customs system, the information is transparent and clear.

This contributes to reducing the time and costs involved in the procedures for importing and exporting goods at the airport warehouse.

Shorten clearance time

Mr. Le Thanh Binh, Deputy General Director of the Aviation Logistics Service Company said that the system is of great significance and importance in improving the service quality as well as the service capacity of terminals at Noi Bai airport, creating consensus and support from the business community.

“With the former method, the Customs agency could only know the incoming goods an hour after the plane landed through the paper document system sent with the flight, but the Aviation National Single Window system helps customs have specific cargo information on a flight before the plane lands through electronic messages sent from the system of the airlines to the customs system," said the ALSC representative.

From the advance information, along with the information declared by the import-export enterprises on the system, the time of inspection, supervision and clearance of each shipment decreased from a few hours to less than 10 minutes.

This has great significance in speeding up goods circulation in logistics activities, contributing to improving the quality of cargo clearance services. Moreover, reports on returning and importing which took about 45-60 minutes a day are now fully automated, which contributes to reducing human resources and paperwork.
