Enterprises still face difficulties in specialized inspections

Although specialized inspection is not directly related to the Customs operation according to Mr. Khuong is directly related to the import and export activities of enterprises. And there are too many overlapping documents, circulars, and decrees of specialized agencies, confusing enterprises.

In addition, the Customs has not closely co-operated with specialized agencies. Many enterprises have to come to the verification agency to ask for confirmation but are still not be accepted.

When an enterprise wants to import one shipment of steel to Vietnam and it takes 24 hours to obtain the official letter from the Branch of Quality Standard and Measurement, after receiving the official letter, the enterprise will submit it to the unit in charge of conformity analysis, and then submit it to the Customs agency to open declaration. After the goods are released, the enterprise has to wait for verification results about 10 days, and then submit the results to the Branch of Quality Standard and Measurement and wait 3 working days to get the import standard certificate to clear the goods.

In order to create favorable conditions for enterprises, Mr. Khuong said that we needed to have a specific and clear document classification system to distinguish, separate and select the regulations of the specialized agencies in the quickest, easiest and most accurate way. In particular, it is necessary to consider the reduction of sub-licenses, specialized permits to create maximum conditions for enterprises.

Determining that the specialized inspection procedures are a major bottleneck for import and export activities of enterprises, the Ministry of Finance has issued a Plan for enhancement of the effectiveness of specialized inspection for imports and exports under Decision No. 2026 / QĐ-TTg in 2015). Up to now, the Ministry of Finance has coordinated with the ministries to review 50 categories of goods with HS code; to build 10 specialized inspection sites at 6 places with large volume of imports and exports such as Hai Phong, Hanoi, Ho Chi Minh City, Lang Son ...; to propose the Prime Minister to establish a Customs Verification Department (the General Department of Customs). Particularly, the Ministry of Finance is reporting to the Government to arrange space for ministries and sectors to set up laboratories at the border areas to shorten the Customs clearance time.

In addition to the above measures, the Ministry of Finance also collaborates with ministries and sectors to speed up the implementation of the National Single Window (NSW) and the ASEAN Single Window (ASW). Up to now, 41 procedures have been connected and from now until the end of 2017, 22 additional procedures will be connected as planned.
