Dong Nai Customs: Strengthen the effective implementation of the VASSCM system

VCN- Just over 1 month is the expiration period for warehouses, yards and port businesses that must be connected with the automatic customs system (VASSCM system) according to Plan 3009 / KH-TCHQ dated 30/5/2018 of General Department of Customs on the implementation of the VASSCM system. These days, Dong Nai Customs Department is urgently deploying the necessary work for the connection with a company so as to be in time.

Consensus of enterprise

Plan 3009 / KH-TCHQ dated 30/5/2018, was issued by the General Department of Customs towards the objective of deploying the project on managing and supervising goods at all warehouses, yards and seaports. The locations are subject to customs supervision throughout the country. The successful implementation of this plan is highly dependent on stakeholders, including customs and businesses. Consequently, Dong Nai Customs Department has determined that the propaganda and mobilization of enterprises plays a very important role for the success of the plan. Right from June, 2018, the leaders of Dong Nai Customs Department together with the professional departments working directly with the port business, warehouse and yard, to announce the plan and implement efficiently. Subsequently, the unit conducted a survey on the current status of enterprises dealing in warehouses, yards and ports under the management area, to grasp the readiness of enterprises in connection with the VASSCM system.

For businesses to understand and deploy effectively this new business process, recently, Dong Nai Customs Department has assigned deputy head Nguyen Phuc Tho and Nguyen Duong Hoai for leading two delegations to each company working directly with the management board to introduce clearly the purpose and effectiveness of this plan, at the same time mobilize and guide enterprises that are willing to participate. Therefore, in order to be able to connect to the VASSCM System of Customs, enterprises must have equipment, resources and governance. Up to now, Dong Nai Customs Department has worked with all port warehouses and businesses in the province and most of the companies are willing to participate in implementing this plan.

According to the Director of Dong Nai Customs Department Phung Thi Bich Huong, the implementation of this plan will be a very big step for both enterprises and customs. Accordingly, enterprises will have simplified procedures, while the customs office can enhance their management capacity. Strong concentration for VASSCM

In Dong Nai province, there are 37 companies operating in warehouses, yards, ports of CFS, ICD, ports, etc., in which, bonded warehouses account for the largest proportion with 20 warehouses. Since 2009, Dong Nai Customs Department has developed and deployed the bonded warehouse management program for enterprises to implement the customs clearance and customs management and monitoring of export goods and bonded warehouses. Currently, bonded warehouses and CFS warehouses are connected to this system by Dong Nai Customs Department. Port management companies and ICDs have their own management software but have not yet connected to the unit’s management program.

According to the plan, the deployment of VASSCM system at ports, depots and yards of Dong Nai Customs Department will be conducted in 3 phases. In particular, the first phase will be deployed at four wharves of Dong Nai Port on 10 September. The second phase will be implemented at CFS, ICD and ports under the management of Long Binh Tan and Long Thanh Customs Sub-Departments from September 10 to September 25. Finally, in phase 3, Dong Nai Customs Department will connect with the remaining bonded warehouses, ports and warehouses managed by 3 Customs Sub-Departments of Nhon Trach, Long Binh Tan and Long Thanh. The implementation of phase 3 is from September 10 to September 30.

According to Director Phung Thi Bich Huong, the number of port warehouses and businesses in the area is quite large; in order to prepare plan 3009 / KH-TCHQ well, Dong Nai Customs Department is making efforts to prepare to implement the program as planned. Accordingly, the unit has just set up the VASSCM System deployment at ports, warehouses and yards. In particular, assign tasks to the Customs subordinate departments to manage the ports, warehouses and yards, and regularly exchange with the business of warehouse, yard and port to propagate and guide the process of interchanging communication and Information, technical requirements for building software, data standards connected to the Customs. At the same time, supporting companies during the deployment.

Companion with the other departments, the IT Department also has the task of regularly checking, urging, supporting enterprises in building, upgrading the software connecting to the Customs, and finalizing the internal management software. An enterprise connecting to the Customs IT department software is also assigned to coordinate with the software company, port business, warehouse, yard inspection system including: Planning and preparation of scripts, test data; check connections between systems; software test of enterprises; examine the professional functions of the Customs software; general professional examination; Exchange of technical problems, technical problems which are still barriers

In the spirit of serious implementation, drastic plan, Dong Nai Customs Department is confident that by 30/9, the unit will connect with all businesses in the warehouse, yard and port in the area. It is in line with the objectives and plans of the General Department of Customs.
