Dissolution and termination of operation of Km15-Dan Tien Ferry Terminal Complex

VCN - Implementing Decision No. 383/QD-TTg dated April 14, 2023 of the Prime Minister on the dissolution of the Km15-Dan Tien Ferry Terminal Complex, on June 1, the People's Committee of Quang Ninh province held a conference to announce the decision on dissolution and termination of operation of Km15 - Dan Tien Ferry Terminal Complex.

At the conference, the Head of the Km15-Dan Tien Ferry Terminal Complex, Nguyen Huy Dong, reported on the results that officials, civil servants, soldiers and employees have achieved during the 25-year journey of operation, thereby promoting its role, performing its functions well, significantly limiting smuggling activities, commercial fraud, and illegally transporting goods from the Chinese border to inland Vietnam on the National Highway 18A route and the sea route through Dan Tien Wharf area.

This result has contributed to stabilizing security and order, preventing the occurrence of smuggling hotspots, as well as the formation of drug-related gangs in the controlled areas.

The data of the fields of work from August 1998 to June 2022 shows that the station has presided over and handled 6,313 cases, with the value of exhibits totaling VND 94,281 billion. In addition, the station has carried out procedures for 80,681 additional import tax collection declarations and VND 56.93 billion in domestic tax collection paid to the state budget; transferred to the police agency to prosecute 116 cases and 112 subjects.

With these achievements, the collective of Km15 - Dan Tien Ferry Terminal Complex and many officials, civil servants and soldiers were praised and rewarded at all levels. In particular, in 2015, the station team was awarded the Certificate of Merit by the Prime Minister for outstanding achievements in drug prevention.

At the conference, Vice Chairman of the Provincial People's Committee Bui Van Khang, Head of the Steering Committee 389 of Quang Ninh province, recognized the efforts and contributions of generations of officials, civil servants and employees over the years at the station throughout the past 25 years.

Vice Chairman of Quang Ninh Provincial People's Committee requested that after the dissolution, branches, units and Mong Cai City People's Committee should promptly take over the tasks according to the functions of the branches and localities deployed at the previous station and have a method to direct and organize the implementation in accordance with the provisions of law.

In which, the focus is on continuing to effectively implement the fight against smuggling, trade fraud and counterfeiting in the province in general and in Mong Cai city in particular under the direction of the Central, of the province, contributing to further promoting the potential and strengths of Mong Cai border gate economic zone.

The province will also study a plan to use facilities at the station effectively, and at the same time continue to control, prevent, detect and handle cases of smuggling, commercial fraud, and transportation of banned goods through the National Highway 18A in the near future.

Vice Chairman of Quang Ninh Provincial People's Committee said agencies and units need to prioritize the arrangement of cadres, civil servants, soldiers and employees of the station in a reasonable manner at the unit, especially the subjects of labor contracts. The Departments of Finance and Home Affairs advise the Provincial People's Committee to arrange the organizational apparatus, personnel and assets after the dissolution and termination of operation of the Km15 - Dan Tien Ferry Terminal Complex and ensure the regime, and policies for cadres and civil servants.

Previously, Quang Ninh Provincial People's Committee also issued Plan No. 1186/PA-UBND on strengthening the prevention and combat of smuggling, commercial fraud and illegal cross-border goods transportation after the dissolution and termination of the operation of Km15-Dan Tien Ferry Terminal Complex.

According to this option, the People's Committee of Quang Ninh Province requested the Quang Ninh Customs Department to direct the Mong Cai Border Gate Customs Branch and the Van Gia Port Border Gate Customs Branch to continue reforming administrative procedures, control the activities at the border gate, continue to accompany businesses, promptly receive, solve and propose to resolve difficulties and problems of enterprises. At the same time, strengthen inspection, supervision and strict control of import and export goods in general, temporarily imported for re-export, stored in bonded warehouses and goods traded at duty-free shops.

At the same time, directing the Customs Control Team No. 1, the Customs Control Team No. 2 and the Drug Prevention and Control Team to increase information collection, grasp the local situation, promptly warn and provide information support to the branches to implement preventive measures, fight to prevent smuggling and illegal transportation of goods and drugs through the border gate.

Strengthen coordination, exchange and information sharing with functional forces of the Central and Provinces operating in the area, especially the Anti-smuggling and Investigation Department - General Department of Customs, to continue improving the effectiveness of the fight against smuggling, commercial fraud and counterfeit goods.

Quang Ninh Provincial People's Committee directed the Border Guard Command to focus on directing Border Guard Stations in Mong Cai City, Squadron 2, Special Task Force for Drug and Crime Prevention and Control to deploy tasks and solutions proactively to manage immigration activities in general, and cross-border activities of border residents in particular.

Strengthen patrols, coordinate patrols and control with functional forces of the Central and provincial levels to proactively prevent and fight effectively to prevent illegal entry and exit, smuggling and illegally transporting cross-border goods on land and at sea.

Resolutely fight and handle the transportation of smuggled goods from Mong Cai City into the interior and from other provinces and cities to Mong Cai City.
