On July 6, a representative of Hai Phong port area 1 Customs Branch (Hai Phong Customs Department) said that: recently, Lac Lac Co., ltd (address in Hanoi) tried to implement procedures of temporary import and re-export for shipment of sport shoes of all kinds originating from Vietnam.

The shipment was imported from Xiamen port (China) with bill of lading No.582430533 dated 25/5/2019. The container number was SUDU6695162 of the declaration no. 102671334731/G11 dated 29/05/2019 registered at HaiPhong port area 1 Customs Branch.

Additionally, the shipment was classified for the yellow channel via checking customs dossier.

The shipment was shipped from a Chinese port, but it were labled

Through a detailed audit, customs authority determined the shipment had suspicious signs of trademarks and origin of goods.

Specifically, the goods name and bill of lading represented Vietnam origin while the loading port was Xiamen port (China); bill of lading was "PO # CARTON NO. IMPORTER: ALPARGATAS S.A.I.C MADE IN VIETNAM ".

Facing the above questions, Hai Phong port area 1 Customs Branch transferred the shipment to red channel for physical inspection.

Pursuant to the Document No. 3083/TCHQ-GSQL dated 20/5/2019 and No. 263/TCHQ-ĐTCBL dated 12/06/2019 of the General Department of Vietnam Customs on strengthening inspection and supervision goods forged origin of "Made in Viet Nam", Hai Phong port area 1 Customs Branch issued Official Letter 4290/HQKV1-TTXNK dated 26/6/2019 to propose Customs Enforcement Unit (Hai Phong Customs Department) for coordination to clarify the signs of violation of that shipment as mentioned above.

On June 28, 2019, Hai Phong port area 1 Customs Branch and Customs Enforcement Unit coordinated to conduct physical inspection for that shipment.

As a result, the quantities and types of goods were correct as declared; on the shoes were labelled TOPPER words, inside of the shoe was a white stamp with the words "MADE IN VIETNAM" attached with the information written in Argentina.

On July 2, 2019, Hai Phong port area 1 Customs Branch issuedDocument No. 4436/HQKV1-TTXNK for transferring all information and documents to the Customs Enforcement Unit in order to clarify the signs of violation with the above shipment.
