Speech at the Conclusion of the Conference, Director General Nguyen Van Can assessed that in the first half of 2024, with the leadership, and facilitation of leaders at all levels and the efforts and determination of the entire Customs sector's officials, public servants, and employees, the Customs sector has achieved positive results in all aspects of its work.
Notably, it included continuing to implement well the reform of administrative procedures, modernization of customs, and trade facilitation; revenue collection reached VND 200,460 billion, equal to 53.5% of the assigned plan, up 8.4% over the same period last year; continuing to affirm the proactive role of the Customs sector on the anti-smuggling front, especially the role in the fight against drug-related crimes; international cooperation has been strengthened, contributing to enhancing the role and position of Vietnam Customs on the international arena...
Regarding the tasks for the last 6 months of the year, the Director General requested the entire sector to thoroughly grasp and implement effectively the goals, tasks, and solutions set out by the General Department of Vietnam Customs in the report on the results of the first 6 months of the year and the work program for the last 6 months of 2024. In particular, the General Director emphasized a number of key task groups such as revenue collection; crime prevention, combat, anti-smuggling and trade fraud; implementation of smart and digital border gates; continuing to strengthen public order and discipline...
Regarding the task of collecting state revenue, the Director General said that the results achieved in the first months of the year were very positive. However, the entire sector needs to make efforts to strive to achieve and exceed the annual target. In particular, the Import-Export Duty Department and related units, and local customs departments must base on import-export goods statistics to analyze, assess, and clarify the growth rate of trade turnover and the growth rate of revenue collection. "At the same time, it is necessary to assess the impact of the reduction of VAT on the task of revenue collection in the last months of 2024," the Director General emphasized.
Regarding the task of crime prevention, anti-smuggling and prevent trade fraud, the results achieved were very positive. However, the Anti-Smuggling and Investigation Department and functional units, and local customs departments must review and assess why there are a large number of seizures, a large number of cases proposed to competent authorities for prosecution, but the number of cases prosecuted by the Customs sector is still small (in the first 6 months of the year, the entire Customs sector has detected, seized and handled 8,201 violations, increase nearly 2% over the same period in 2023, the Customs sector has prosecuted 11 cases and transferred 89 cases to other authorities for proposed prosecution-PV). This is an issue that needs to be further improved in the last months of 2024.
To implement smart and digital border gates, the Director General directed the functional units of the General Department of Vietnam Customs to soon complete the guiding documents for related local customs departments to implement. In parallel with that, the Customs sector will continue to invest in modern equipment to meet the requirements of implementing smart and digital border gates, while contributing to trade facilitation and enhancing the effectiveness of state management of customs...
