The restructuring at Noi Bai airport aims to implement policies of the Party and the Government on arrangement of streamlined and effective apparatus to meet the assigned requirements and tasks. Concretizing Decisions of the Ministry of Finance on criteria for establishment and restructuring Customs Branches under provincial, inter-provincial and municipal Customs Departments and Decision on criteria for establishment and restructuring teams under Customs Branches and equivalent units under provincial, inter-provincial and municipal Customs Departments.

Noi Bai International Airport Customs Branch is a major branch in the entire sector and located in a key area. Therefore, its apparatus restructuring has been studied and discussed carefully by the specialized units under the General Department of Vietnam Customs and Ha Noi Customs Department.

Currently, the Noi Bai International Airport Customs Branch is structured in 9 teams, including the Supervision Team in charge of supervising Customs procedures for aircraft on exit, entry or in transit, and goods imported and exported or in transit. The Exit Luggage Customs Procedures Team is in charge of carrying out Customs procedures for passenger and luggage of passengers on exit; The Entry Luggage Customs Procedures Team is in charge of carrying out Customs procedures for passenger and luggage of passengers on entry. The Export Cargo Customs Procedures Team is in charge of carrying out Customs procedures for exported goods under commercial contract, goods temporarily imported for export, temporarily imported goods of duty free shops, goods imported by catering suppliers, bonded warehouses management. The Import Cargo Customs Procedures Team is in charge of carrying out goods imported by individuals and organizations in accordance with the law. The Team of General Affairs is in charge of advising leaders of Customs Branches on summarizing, reporting, handling violations, arranging officers and training, serving, managing assets, storing dossiers and performing duties. The Duty Management Team is in charge of monitoring and collecting tax debt, implementing tax refund, tax accounting, post clearance audit, final settlement for declaration of goods temporarily imported for export. The 2 Customs Enforcement Teams are in charge of advising to senior levels and preventing smuggling of goods and drugs.

At the working session, the units discussed the apparatus restructuring in Noi Bai Airport attaching to management requirements. Based on the units’ opinions, the Director General said that the apparatus of Noi Bai International Airport Customs Branch will be reduced from 9 teams to 6 teams, including General Affairs Team, Customs Enforcement Team, Procedures Team, Supervision Team, Luggage Team and Duty Management Team.

Regarding the Supervision Team, the General Director stressed that the supervision stage must be improved. “The supervision must be based on information collected from many sources to analyze and transfer to other units and ensure the management rather than manual supervision”.

However, before issuing Decision on restructuring units’ functions and tasks including Noi Bai Customs Branch, the Director General requested specialized units to standardize procedures under the new management requirements and specify and unify procedures in the Draft to prevent vacancy in the management.

In 2017, Ha Noi Customs Department has made many changes in mode of Customs management at Noi Bai International Airport Customs Branch, such as Noi Bai International Airport Customs Branch headquarters was put into operation and centralized sites for opening declaration at Branch’s headquarters since 2nd April. In addition, rearranging the working shifts of Entry Luggage Customs Procedures Team. Implementing the Government’s Decision 2061/QD-BTC dated 13 October 2017 piloting automated supervision and management for goods imported, exported and in transit at 3 air cargo terminals in Noi Bai international Airport. Deploying the Government’s Decision 43/ QD-TTg dated 26 September 2017 stipulating the implementation of Customs procedures for aircraft on exit, entry or in transit via National Single Window.

At the conference on tasks deployment in 2018 of the Customs Department of Hanoi, held on 18th January 2018, Director Nguyen Van Truong said that the Department deployed the task in the spirit of "Administrative Discipline - Streamlined apparatus”. In 2018, the Department proposed to merge and restructure some working teams in some Customs Departments to ensure a streamlined and efficient organizational structure in accordance with each unit's characteristics and requirements on administrative reform. Implementing the policy of streamlining the apparatus, Hanoi Customs Department will reduce from 24 focal points to 23 focal points (two Customs Enforcement teams will be merged); 54 teams reduced to 40 teams.
