In particular, the Deputy Minister of Finance reviewed the following aspects such as the completion of policy development projects, Customs supervision, post-clearance audits, risk management, anti-smuggling investigation, administrative reform, international cooperation, media propaganda and organizational arrangement, which has been promoted by the General Department of Vietnam Customs.

Concurrent with the measures taken by the General Department of Vietnam Customs in the implementation of tasks in the last 6 months of 2018, the Deputy Minister requested the Customs to focus on building legal policies and all measures to complete the collection task of VND 293 trillion which was assigned by the Ministry of Finance.

According to the Deputy Minister of Finance, with difficulties arising in the implementation of the new policies of Decree 59/2018 / ND-CP and Circular 39/2018 / TT-BTC, Customs offices at all levels need to grasp and timely resolve recommendations of enterprises; and strengthen accountability in solving problems.

In particular, in the formulation of policy, the Deputy Minister of Finance Vu Thi Mai requested that policy change issues should be covered in practice, and the General Department of Vietnam Customs should scrutinize the opinions related to subjects for comprehensive and realistic assessment. The programs of the Ministry of Finance and the Government should be closely monitored to ensure the quality and effectiveness of these policies.

In the task of collecting State budget, the General Department of Vietnam Customs should closely follow the solutions and drastically direct to complete and exceed the target of VND 293,000 billion and implement anti-loss measures such as anti-smuggling, post-clearance audits and debt recovery to properly and fully collect tax into the State budget.

In the last six months of 2018, the General Department of Vietnam Customs should issue and implement the Customs management and control at seaports and airports. At the same time, the existing problems in goods inspections at seaports should be resolved.

In particular, the Deputy Minister emphasized that in the last 6 months of the year, the Customs sector should make a breakthrough in facilitating trade through the ASEAN Single Window, promote trade by further coordinating, urging and promoting the ministries and branches to complete the list of specialized inspection goods for 100% of e-customs according to level 3 and 4 to create more favorable conditions for import and export activities of enterprises.

With respect to the organization of the forces, the Minister of Finance requested the Customs sector to streamline the apparatus to operate more efficiently. It is necessary to strengthen the training and retraining of cadres and civil servants, which should be a regular task, especially in the context of policy and management processes that always change. In addition, the General Department of Vietnam Customs should conduct internal inspections to prevent negative behaviour. Strictly carry out the rotation of cadres and carry out the revision and rearrangement of the deputies at all levels, and implement the leadership plan of the General Department of Vietnam Customs.
