Deputy Director in charge of Ho Chi Minh Customs Department Dinh Ngoc Thang stated at the launching ceremony of the system.

The two ports are piloted in this period including: Lotus Port (under management of Sai Gon port Zone 3 Customs Branch) and SP-ITC International Container Terminal (under the management Sai Gon port Zone 1 Customs Branch).

According to Ho Chi Minh Customs Department, pursuant to Decision 2722/QD-BTC dated 29th December 2017 of the Ministry of Finance on the pilot application of automated Customs Supervision and Management system for imported and exported goods at seaports and airports, Ho Chi Minh city Customs Department agreed with 4 seaport and air cargo terminal operators and decided to pilot at Lotus port and SP-ITC International Container Terminal and then will deploy in Phuong Long 1 ICD and SCSC air cargo terminal of Tan Son Nhat International Airport.

Deputy Director in charge of Ho Chi Minh Customs Department Dinh Ngoc Thang said that previously the goods clearance procedures at seaports were carried out independently between the Customs authority and forwarders, seaport, warehouse and yard operators; thereby businesses spent a lot of time working with these units, especially, these processes in some places were still carried out by manual methods. The deployment of automated Customs supervision and management system by applying centralized IT system to update and exchange and handle information with seaport and air cargo terminal operators would help the supervision and management to be computerized and specify the responsibility of concerned parties in each stage.

Applying the automated Customs supervision and management system, importers and exporters can minimize dossiers with forwarders as well as the Customs. Thereby, reducing the burden in declaration procedures and speeding up goods clearance and saving cost.

For the Customs, this system helps to monitor and manage closely and promptly the movement and change of goods in and out, or transported between checkpoints subject to Customs supervision; to reduce cost and time of carrying out procedures for declarants. Thereby, strengthening management and supervision, and enhancing compliance of businesses and preventing trade fraud and smuggling and ensuring national security.

Especially, with the system, the goods information is submitted prior to ship’s arrival, which is an important data for the application of risk management of modern Customs. In addition, thanks to the effective management of quantity of containers in and out of ports and to control the quantity of goods containers in stock, thereby reducing workload and work pressure for units in charge of supervising at ports and cutting down staff.

The system not only affects the Customs authority, port, warehouse and yard operators but also significantly affects shipping lines, air lines, forwarders, freight agents, especially importers and exporters and specialized management agencies. Therefore, the successful deployment of this system has had a great impact on the implementation of the e-Government via National Single Window.

After the pilot implementation at 3 seaports and 1 cargo terminal, in the second quarter of 2018, Ho Chi Minh Customs Department will be deployed at all ports, warehouses and yard operators in Ho Chi Minh City.
