Deploy 5 thematic programs of Customs – Business partnership in 2017

VCN - Customs will deploy 5 thematic programs of Customs - Business in 2017 in order to help enterprises understand and prepare the necessary conditions to implement the new legislation.

According to the Development Plan of Customs - Business partnerships and other related parties in 2017, the content is selected with a wide range of influence that reach many businesses or a specific group of enterprises so it should have right cooperation, participation, and preparation from enterprises.

5 thematic programs will be implemented:

The first program is the responsibility of developing software to monitor and manage the amount of gasoline in storage and brought inland from the repository, or re-export, export and data connection with the Customs agency of the import and export of petroleum under Clause 20, Article 4, Circular 69/2016/TT-BTC.

The second program is responsibility for building management software for duty free goods connected to Customs agency managed under the provisions of Clause 2, Article 4 of Decree 68/2016/ND-CP.

Thirdly, connecting barcode management system (if any) to the Customs supervision division in order to manage and supervise goods brought in and brought out the inspection area of the Customs agency, of express business under Clause 9, Article 5 of Circular 191/2015/TT-BCT.

The fourth program is cooperation for information exchange about the operation and production of processing enterprises and export production.

The last program is inspecting the origin of goods in cases where import and export enterprises are self-granted certificate of origin.

The partnership program is a new point of solution in the development of Customs - Business partnership that was deployed from 2016 by the General Department of Customs. In particular, Customs authorities and enterprises together implement content based on a voluntary, reliable and constructive spirit.

In order to encourage the active participation of enterprises, Customs agency will selected the topics, practical cooperation content, timely for the parties such as implementation of new regulations leading to a change in the management method and Customs procedures should be prepared in advance from each party to limit problems arising; or obstacles need to have cooperation of the Customs authorities, enterprises and stakeholders to work together for solving.

In 2016, Customs cooperated with enterprises to implement a number of topics: Final accounts report for the type of processing, export production under Article 60 of Circular 38/2015/TT-BTC; responsibilities of ports enterprises, warehouses, yards in the Customs supervision area (Article 41 of the Customs Act), etc.
