Danang Customs will conduct the assessment of customs officials’ capacity

VCN – By implementing a plan about renovating some human resource management activities based on capacity in job positions in 2018 in the General Department of Vietnam Customs, Danang Customs Department will conduct the assessment of customs officials’ capacity at the end of October 2018.

This activity aims to evaluate professional qualification of customs officials properly and ensure the assessment will be conducted in accordance with requirements and regulations of the General Department of Vietnam Customs.

The assessment focuses on the awareness, general understanding and knowledge of professional activities related to 6 main areas including; import – export tariff, supervision and management, risk management, anti-smuggling, the handling of violations, post - clearance audit. It would be conducted and based on the set of professional capability assessments that were approved by the General Department of Vietnam Customs.

Accordingly, the subjects of this assessment would be customs officials who do not hold leading positions in 6 main areas: import - export tariff, supervision and management, risk management, anti-smuggling, the handling of violations, post - clearance audit.

Regarding to this assessment, Danang Customs Department said that 100% of customs officials who are currently working in the divisions of import-export tariff, customs and management, risk management, anti-smuggling and post – clearance audit customs branch, will be evaluated based on their professional working area in the unit

For 100% of customs officials working at the Anti-Drug Enforcement Unit, the Customs Enforcement Unit would be assessed based on the field of anti-smuggling or handling violations which are selected by the Customs Branch.

For the assessment on the job position, 100% of customs officials are working at a job position that relates to one of the six areas as mentioned above (except post-clearance audits and other cases of exception).

For cases where officials are assigned more than one of the six areas mentioned above, they might be registered for one main area when taking the assessment, but they have to ensure the following conditions: for the risk management and handling violation, each Branch must have at least 1 official for evaluation; For officials of the Customs supervision and enforcement team under the Danang port Customs Branch and Da Nang International Airport Customs Branch would be assessed based on the field of anti-smuggling or handling of violations as registered.

The assessment of customs officials at Da Nang Customs Department is expected to be divided into two phases. Phase 1 will be on 27/10/2018, for 3 areas of import-export tariff, supervision and management, risk management; Phase 2 will be on 28/10/2018, for 3 areas of anti-smuggling, handling of violations, post-clearance audit.
