Tackling many big cases

According to the Da Nang Customs Department, the units have performed coordination in inspection, control, detection, arrest, investigation, handling, and handover of cases of customs offences.

Da Nang Customs Department has cooperated with relevant units such as Drug Crime Investigation Police Department (PC47) under Da Nang City Public Security and PC47 under Quang Nam Province Public Security and the Investigation Police Department on Drug-Related Crimes in the Central region (C47) to inspect, control, detect, arrest, investigate, handle and handover drug-related cases; and worked with the Technical and Operation Division II (PA71) under Da Nang City Public Security to inspect, control, detect, arrest, investigate, handle and handover cases related to cultural products and publications with politically sensitive content.

In particular, Da Nang Customs has worked with competent forces in anti-smuggling in the key areas and handled violations of customs law.

For example, Da Nang Port Customs Branch has presided over and worked with other authorities including the police authority, Environmental Police Department and the Public Security of Da Nang City to investigate a shipment of Thien Truong Su Co., Ltd., arriving at Da Nang port in October 2018.

As a result, the authorities discovered trafficking of goods in the List of wild plants and animals specified in the Appendix of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) including 1,803.7kg of ivory; 6,334.2kg of pangolin scales. The case was then transferred to the Investigation Police Agency under Da Nang City Public Security to prosecute a criminal case in 2018.

Or the case of Tram Kieu MT Company Limited (in 2019), the Da Nang Port Customs Branch presided over and coordinated the C05 force under the Ministry of Public Security and Da Nang City Police inspected a shipment of Tram Kieu MT Co., Ltd., arriving at Da Nang port in March 2019 and discovered 9,124kg of ivory. The case was prosecuted by the Da Nang Customs Department in 2019 and then transferred to the Investigation Police Agency under Da Nang City Public Security for further investigation.

Moreover, the Customs force continued to coordinate with the Police force to detect many violations of four companies: Blue Island Service Co., Ltd; Thien Phu Thanh Phat Company Limited; Hoang Tho Service Company Limited; Red Tide Trading Company Limited.

From the end of 2020 to early 2021, the above companies imported many shipments to Da Nang port. Da Nang Port Customs Branch presided over and worked with authorities including the Police to search the shipments and found violations. The Da Nang City Police prosecuted the case of "smuggling at the Da Nang port border gate". The Da Nang Port Customs Branch handed over the case to Da Nang City Police.

The most recent is the violation of Nam Thai Cuong Co., Ltd (in 2021). The Da Nang Port Customs Branch presided over and coordinated with other forces, including the police force C05 under the Ministry of Public Security and Da Nang City Public Security to examine a shipment of Nam Thai Cuong Co., Ltd arriving Da Nang port in July 2021 and detected more than 138kg of rhino horn, more than 3.1 tons of animal bones suspected to be bones of animals on the List of wild plants and animals specified in the Appendix of the CITES. The case is being verified.

Timely and close exchange of information

In addition, in many other fields, the Customs and Police have worked closely and assisted each other to provide information sufficiently and accurately to fulfill their functions and tasks.

For example, Customs has closely coordinated with the police in the prevention and combat of money laundering, terrorism and financing of terrorism.

From the beginning of each year, units of the Da Nang Customs Department have developed inspection plans in key areas such as Da Nang international airport, Da Nang port, Hoa Khanh - Lien Chieu industrial park to strengthen inspection and supervision of exported and imported goods and luggage, aircrafts and ships on exit, entry and in transit; and proactively offered measures to promptly detect, fight and prevent all plots and acts of terrorism in the areas under its management.

In 2020, the Customs Branch of Da Nang International Airport proactively developed a Regulation on coordination with the Aviation Security Center to ensure safety at the airport. In addition, the Customs Branch of Da Nang International Airport developed a Regulation on coordination with Da Nang International Terminal Investment and Operation Joint Stock Company to create favorable conditions for the circulation of import and export goods and luggage of people on entry and exit; ensure security, safety, prevent fire and explosions at the airport; and use equipment to make the inspection and supervision of the Customs and the operation at the terminal smooth, unified, continuous and effective.
