Customs shares experience in managing types of processing, export production, and export processing

VCN - In order to assess the general situation of customs management, inspection and supervision for processed and produced export goods; exchanging management experiences and proposing new customs management methods under the digital customs model, on February 20 and 21, the General Department of Vietnam Customs held a seminar on customs management for processing, export production and export processing in Binh Duong.

The number of businesses accounts for a large proportion

Accounting for more than 10% of the total number of import-export enterprises, processing, export-manufacturing and export-processing enterprises contribute a large proportion to the total import-export turnover. The number of enterprises opening declarations by type of export processing and export production, in 2021 is 10,109 enterprises; the number of enterprises opening declarations under this form increased by nearly 2% to 10,295 enterprises in 2022.

According to the Customs Control and Supervision Department, currently, the enterprise database and non-centralized business information systems are scattered in different professional programs and systems of the sector. In addition, the collection of business information in some local customs departments has not been paid attention to, it only focused on clearance. Therefore, the collection of business information still faces many difficulties and has not achieved effective management.

Besides that, the inspection of production facilities, the production capacity of enterprises and building a unified enterprise information system are important requirements in the process of collecting business information. Thereby, promptly detecting and preventing fraudulent acts of this type.

Speaking at the seminar, Director of the Customs Control and Supervision Department Au Anh Tuan said that processing and importing raw materials for export production and export processing arise in most areas of the country. In order to monitor and manage this large number of enterprises, the Customs authority must have appropriate management methods and measures.

Therefore, at this workshop, representatives of units of the General Department of Vietnam Customs participating in the seminar will discuss management methods for enterprises operating processing, export production and export processing activities; collect, analyze and evaluate information about the enterprise to apply appropriate management measures.

Skills for checking production facilities and production capacity; measures for monitoring and managing and the relationship between the quantity of imported raw materials and supplies and exported products with production capacity.

A representative of the Customs Control and Supervision Department said that this was very important content to effectively manage export production and export processing activities of enterprises.

Sharing experiences towards digital customs

In addition, the units also discussed the current situation as well as shared experience in checking the final settlement report, checking the situation of using the inventory of raw materials, supplies, machinery, equipment and exported goods; how to organize an inspection of the final settlement report, check the use of raw materials and supplies inventories; skills in checking actual norms, checking and identifying raw materials, supplies and unfinished products on manufacturing line; ability to read and analyze data on accounts of enterprises.

On the other hand, the issue of how to handle surplus raw materials, supplies, scrap, finished products, machinery and equipment of processing, export production and export processing enterprises were also discussed at this seminar. Thereby, the units shared experiences and measures to fight with businesses that take advantage of preferential policies for processed and manufactured goods for export such as the sale and liquidation of raw materials and supplies, but in fact, it is business activities; control scrap and waste products of enterprises.

Experience in management and supervision of raw materials, supplies, machinery, equipment, scrap and waste products for destruction and sale for domestic consumption.

The method of applying information technology to the management and tracking of processed and manufactured goods for export has been gradually applied by local customs units and brought about efficiency in customs management as well as in facilitating business.

Regarding the customs management of export processing enterprises, according to the Customs Control and Supervision Department, the key issues discussed include management, monitoring and supervision of processing enterprises through camera systems; solutions for securing data and information of export processing enterprises; and customs procedures related to goods brought in and out of export processing enterprises.

Regarding customs management for on-spot import and export, representatives of the units discussed the management and control of on-spot import and export declarations; experience in handling cases where declarations of on-spot import and export are still on the system; handling the case where the business owner flees or goes bankrupt.

At the seminar, a representative of Hai Phong Customs Department shared experiences on methods of management, collection, analysis and evaluation of information for processing, export production and export processing enterprises; skills to inspect production facilities, production capacity to detect inadequacies compared to actual operation import and export activities of enterprises.

Binh Duong Customs Department also shared experience in applying information technology to the management of processed goods, export production and export processing.

HCM City Customs Department provided information on the management and control of on-spot import and export declarations; experience in handling backlogged declarations of on-spot import and export; building software to effectively monitor and manage on-spot import and export declarations.
