Customs sector works to complete many specialised regulations and policies

Deputy Director of Customs Control and Supervision Department Tran Duc Hung has said that participating in the development of documents of many large projects with a wide scope of adjustment and related to the import and export of goods required attention, consumed lots of time and manpower to ensure legality and appropriateness with practical situation and effectiveness when put into operation.

In 2019, the Customs Control and Supervision Department as a focal point that contributed ideas to develop 53 legal documents chairing by other ministries and branches; including two law projects; 16 projects at the Government level; six projects at Prime Minister level and 29 of ministerial level projects.

Besides commenting to complete legal documents, in recent times, the unit has worked with relevant ministries to implement Decision No. 1254/QD-TTg of the Prime Minister and the Ministry of Finance (the General Department of Vietnam Customs) continue to coordinate with ministries and sectors in reviewing and proposing reforms of specialised inspection under the guidance of the Government.

As a result, 84/87 legal documents (accounting for 97 percent) as required by Decision 2026/QD-TTg and 18/29 documents (62 percent) as required by Decision No. 1254/QD-TTg on management and specialised inspection have been amended and supplemented by ministries and sectors in the following directions: Applying risk management methods in inspection and promulgating the list of goods subject to inspection together with HS codes; transferring many low-risk goods to post-clearance inspection; reducing 12,600 items on the list of goods subject to management and specialised inspection; simplifying inspection processes and procedures and increasing subjects exempt from examination.

44/53 lists of goods already have HS codes that match with List of Exports and Imports of Vietnam issued together with Circular No. 65/2017/TT-BTC as required in Decision No. 1254/QD -TTg.

Issuing standards for 18/22 commodity groups as required in Decision No. 1254/QD-TTg is also a focus. At the same time, there is a need for specific plans for each group of goods occurring overlap in specialised inspection for each ministry or sector.
