According to the General Department of Vietnam Customs, currently, the number of administrative procedures processed via Customs’ online public service system at the minimum level 3 increased by 173 of 183 procedures, equivalent to 94.5%. In which, 164 procedures are processed via the system at level 4.

From the beginning of the year to the end of 31st August 2018, the total number of dossiers processed via the system (excluding e-declarations) was 73,000 sets with a total of 11,889 subjects implementing the system.

Regarding the reason for the 10 remaining procedures that have not yet been added to the online public service, the representative of Customs Portal Management Division (under the Customs IT and Statistic Department of the GDVC) said that these procedures had not yet been added to the system because the deployment for these procedures on the e-environment would not bring efficiency.

For example, the procedure for “considering Tax exemption for goods exclusively serving security and defense purposes; goods under local budget are only subject to tax exemption if they have not been domestically manufactured”, this procedure’s dossier is directly transferred by the Ministry of Defense to the GDVC, including contents listed in the “security” mode.

Or “the Customs procedure for goods traded and exchanged by residents living in border zones”, the subjects carrying out Customs procedures are residents living in border zones, so the deployment of the online public service is not effective.

Regarding the Online Public Service System, recently, the GDVC issued regulations on the management, operation and use of the system.

Accordingly, the management, operation and use of the system must ensure the integrity, safety and security of information in accordance with the provisions of the Laws.

The system must be operated 24/7.

Users are responsible for ensuring the security of information on the system; the information is only used for operational activities under their assigned tasks; the use of information for personal purposes or provision for organizations and individuals outside the Custom sector is prohibited.
