Customs Newspaper officially counsels and answers on Customs Law

VCN- The General Department of Vietnam Customs has recently issued Decision 4260/QD-GDC of 7th December 2016 on regulations of counseling and answering related to Customs Law.

Customs Newspaper officially counsels and answers on Customs Law.

Accordingly, the consultancy and answers related to Customs Law will be publicized and assist Customs Newspaper’s readers (including Customs officers, civil servants, enterprises, organizations and individuals) to understand and comply with the provisions of the Customs legislation, which contributes to removing obstacles and shortcomings in the implementation of the Customs Law and relevant regulations.

Through counseling and answering questions related to the Customs Law on the website of Customs Newspaper, Customs officers will understand and update the problems and proposals of businesses, organizations and individuals to takle problems in a timely fashion. Accordingly, Vietnam Customs will research and propose to amend the Customs Law and the implementation of the Customs legislation, contributing to the reform of administrative procedures and modernization of Customs.

Besides, the quick consultancy and answers related to the Customs Law on the website of the Customs Newspaper will contribute to creating favourable conditions for businesses in export and import operations, putting a positive impact on public opinion on Customs management.

According to current regulations, consultancy and answers related to the Customs Law on the website of the Customs Newspaper are effective measures to promote and publicize Customs legislation as well as remove obstacles for enterprises in the field of Customs in a timely fashion.

The consultancy and answers related to the Customs Law on the website of the Customs Newspaper are based on close coordination of units under the General Department of Vietnam Customs, which defines the responsibilities of units under the General Department of Vietnam Customs for the contents of consultancy and answers; and the Customs Newspaper is responsible for receiving and classifying questions published in the Customs Newspaper.

The current regulations specify that the responsibilities of the Customs Newspaper are to receive and classify questions before transferring them to the relevant units under the General Department of Vietnam Customs to consult and answer with a suitable content in line with functions, duties and jurisdiction of Customs and to publish the answers in the Customs Newspaper as soon as possible. In addition, the Customs Newspaper has also assigned its staff to monitor and supervise the operations of subordinate units in Customs to exchange questions and receive responses from competent units. In the case where there are questions beyond the competence of subordinate units, the Customs Newspaper shall report to the leaders of the General Department of Vietnam Customs to answer or send an Official Dispatch to the competent authorities, then publish the response on the website of the Customs Newspaper.

Besides, the current regulations also specify the responsibilities of the units under the General Department of Vietnam Customs. In particular, the subordinate units under the General Department of Vietnam Customs must appoint their officers to receive questions from the Customs Newspaper to answer accurately, ensuring consistency.

The General Department of Vietnam Customs has requested the leaders of the subordinate units to announce the responsibilities and regulations to their staff. The Customs Newspaper will be the standing agency of the General Department of Vietnam Customs in the implementation of these regulations.

Thus, in addition to solving problems of enterprises in annual conferences through direct text, the promulgation of these regulations is a new solution, expressing the interest of the leaders of the General Department of Vietnam Customs in solving problems and creating favourable conditions for the production and business of enterprises in line with Government Resolution 19-2016/NQ-CP.
