Accordingly, under the provisions of the Decree No. 129/2016 / ND-CP of the Government, commodities subject to special preferential tax rates must satisfy the conditions prescribed in Clause 1, Clause 2, Clause 3, andClause 4 of Article 4 of this Decree. In particular, Clause 2 of Article 4 stipulates that Vietnamese goods must import from non-tariff areas into the domestic market.
