Customs actively contributes to perfecting the specialized legal corridor

Assessing the legislation, development and completion of legal documents in the third quarter and first nine months of 2022, the General Department of Vietnam Customs (GDVC) said that they have actively coordinated with ministries, sectors and the Government Office in developing and finalizing draft documents.
GDVC has gathered resources in which officials involved in document development must have deep professional qualifications; arrange a reasonable time, actively develop detailed plans monthly and weekly, and strictly control the work following the plan.
Legal documents must ensure the correct implementation of the order, procedures and guidance documents in order to strengthen the administrative reform, remove obstacles to the business community, and limit overlapping regulations between management agencies, ensuring feasibility, effectiveness and efficiency.
In the third quarter of 2022, GDVC has actively promoted the perfection of mechanisms and policies with notable landmarks such as:
Submitting to the Ministry of Finance for promulgation Circular No. 31/2022/TT-BTC dated June 8, 2022 on promulgation of Vietnam’s nomenclature of exports and imports; Circular No. 45/2022/TT-BTC dated July 27, 2022 amending Circular No. 143/2015/TT-BTC stipulating the procedure for customs clearance and management of motor vehicles, motorcycles of entities granted permission for import or temporary import for non-commercial purposes.
In addition, GDVC continues to finalize draft Decrees regulating the connection and sharing of information in the fields of export, import, goods in transit, people on exit, entry, and transit and vehicles under the National Single Window; the Decree stipulates the management mechanism, methods, order and procedures for quality inspection and food safety inspection for imported goods.
At the same time, GDVC continues to complete the draft Decree amending and supplementing a number of articles of Decree No. 08/2015/ND-CP and Decree No. 59/2018/ND-CP of the Government providing specific provisions and guidance on enforcement of the customs law on customs procedures, inspection, supervision and control; Decree on customs management of imported and exported goods transacted via e-commerce; Circular amending and supplementing a number of articles of Circular No. 38/2015/TT-BTC and Circular No. 39/2018/TT-BTC.
According to GDVC, in the third quarter, the General Department actively coordinated with ministries and sectors to review and change codes for 31 specialized lists of seven ministries and sectors to reduce the line of goods on the List of goods subject to specialized inspection before clearance, change the specialized inspection before clearance to post-clearance audit.
In addition, a number of problems related to specialized management policies were also discussed by GDVC with the Ministry of Industry and Trade to promptly solve such problems with salt products imported under tariff quotas and the management of imported vehicles, temporarily imported gifts before reporting to the Prime Minister.
