Chơn Thanh Customs Branch classifies and applies technology in management of export processing enterprises

VCN - The Customs control area managed by Chon Thanh Customs Branch-Binh Dinh Customs Department has a large concentration of export processing and production enterprises, so the department is under great pressure when many businesses deliberately take advantage of the policy to violate. Classifying enterprise groups to strictly control

According to the report of Chon Thanh Customs Branch, currently the branch has managed 409 import and export enterprises, including 296 export processing and production enterprises. The import and export turnover of export processing and production enterprises accounts for 74.4% of the total turnover of the branch and over 60% of the number of declarations. Therefore, in addition to facilitating trade, the branch has strengthened its management to prevent smuggling.

Mrs. Nguyen Thi Hong Hanh Manger of Chon Thanh Customs Branch said that the branch has classified enterprises into two groups, including compliant and non-compliant to ensure management. Specifically, enterprises that have operated stably over ten years with large investment capital, technological lines, modern equipment, and high management level are classified as compliant enterprises with support mechanisms. Particularly, for enterprises that have not met these criteria, the branch has provided solutions for stricter management.

The Branch has classified the groups of export processing and manufacturing enterprises under the registered business lines, thereby assessing the lines that are at risk of bringing raw materials to domestic consumption to closely manage. The Manager also pointed out signs to evaluate the suddenness in export processing and production activities as the surge in the volume of raw materials compared with the previous years, but the quantity of export goods still remains; the enterprise does not have new orders but still import raw materials with huge quantity; the enterprise imports goods but does not export products even though the simple production process.

For the cashew nut production and processing industry, Chon Thanh Customs Branch has closely reviewed businesses. The branch has transferred 15 dossiers of offenders to competent agencies. Only in the first half of the year, the branch transferred three profiles to the Customs Enforcement Team under Binh Phuoc Customs Department for investigation.

The Manager said that in the first half of the year, the branch suspended post-clearance audits for enterprises. However, through information collection and supervision for imports and exports, the branch recognized that some enterprises showed signs of violations by taking advantage of the tax exemption policy for imported cashew materials, then selling them to the domestic market without declaring them to the Customs. After conducting the inspection, the branch transferred the file to the Control Enforcement Team for further investigation and consideration of prosecution.

Applying IT in Customs control

According to the Manager of Chon Thanh Customs Branch, many export processing and production enterprises from other localities shift to carry out procedures at the branch. This results from the difficulty in managing the enterprises that are located at remote locations; and the long time for inspection at production facilities, recognizing production facilities to importing machinery, equipment, raw materials, producing products and then exporting or changing the purpose of use. This process takes a long time, including the management of norms, and reports on the final settlement of the use of materials under the principle that enterprises declare themselves.

Chon Thanh Customs Branch has received these enterprise groups, reviewed and collected information on enterprises, especially inspected production facilities, because this is a requirement for enterprises to enjoy tax exemption or not. Currently, the branch needs to inspect 55 cashew nut production facilities and inspect enterprises that have not been inspected for more than three years, those that rent factories, machinery, and equipment, or businesses regularly violate.

The branch has expedited the dissemination to the head of enterprises of regulations for the regime of export processing and production of cashew products to improve compliance with the law.

Mrs. Nguyen Thi Hong Hanh said that Chon Thanh Customs Branch promotes the application of information technology to support management. Currently, with an increasing workload, businesses are located far from the management area while the human resource of the branch still limited, so the management faces great pressure.

The branch has realized that although the management programs of the Customs sector have been invested in and modernized, there are still some obstacles in the implementation of the programs. Accordingly, the branch has built a business management database to overcome shortcomings of the system such as automatically integrating and exporting data of enterprises. A bonded warehouse management software is expected to be put into operation in the 3rd quarter. The branch plans to build software to review Green channel declarations and check the value of the goods.
