China recovers border clearance as before the outbreak of Covid-19

In addition, the Chinese side also adjusted the policy of "stopping passenger entry and exit, only importing and exporting goods" at Huu Nghi Quan border gate in the direction of allowing international passengers to enter and exit through Huu Nghi Quan border gate from February 20, 2023.

However, the Chinese side requires that passengers entering China conduct a PCR test within 48 hours, if the results are negative, they will be allowed to enter China (no need for the health code of the overseas Chinese Ambassador, but they must fill in the test results and the card to apply for a health code to enter the customs). If the results are positive, the immigrants need to wait for the negative result to be allowed to enter China.

From February 20, 2023, the Chinese side decided to resume the customs clearance method at the border gate as before the pandemic, that is, vehicles crossing the border between Vietnam and China can directly enter and exit the country.

Next, the driver and the person accompanying the vehicle crossing the border of the two sides can drive the truck outside the border gate area of the other side to load the goods and conduct the delivery and receipt of the goods. Drivers and companions from both sides can cross the road to enter and exit.

Mr. Hoang Khanh Duy, Deputy Head of Dong Dang - Lang Son Border Gate Economic Zone Management Board, said that based on information from China, the Dong Dang - Lang Son border gate economic zone management board directed the Management Center of the border gate to contact and discuss with Pingxiang Chamber of Commerce (China) to clarify the contents related to the border gate.

However, after the exchange, the Pingxiang Chamber of Commerce (China) said that Huu Nghi - Huu Nghi Quan international border gate is permitted to travel.

Drivers that enter China still have to follow the notice of the Chinese side, which means that they must have a negative PCR test within 48 hours and declare it on the medical entry form before entering China.

According to Mr. Hoang Khanh Duy, in order to ensure favorable conditions for import and export activities, customs clearance of import and export goods at Huu Nghi international border gate, the Management Board of Dong Dang - Lang Son border gate economic zone has informed the agencies, the relevant units on the plan to recover the customs clearance method of goods as before the pandemic and adjust the import-export policy at Huu Nghi - Huu Nghi Quan international border gate to direct, assign and arrange full sufficient equipment and human resources to be on duty and work at the border gate.

At the same time, the Management Board of Dong Dang - Lang Son border gate economic zone has also announced and widely propagated to the business community, goods owners, individuals and organizations to be active in business activities.

In addition, the Border Gate Management Center (Dong Dang - Lang Son Border Gate Economic Zone Management Board) has also announced to businesses, traders, individuals and organizations the temporary suspension of the arrangement of civil servants, officials, combatants and workers that work at noon on weekdays at Huu Nghi International Border Gate Building.

According to the Border Gate Management Center, in order to create favorable conditions for import-export activities through Huu Nghi international border gate, in the past, the functional forces at the border gate have arranged for civil servants, officials, combatants and workers to work at noon on weekdays at Huu Nghi International Border Gate Building to handle administrative procedures and provide supporting services for import and export activities.

However, at present, import-export activities through Huu Nghi international border gate have been basically stable, the number of vehicles carrying goods waiting for export daily is usually less than 20 vehicles and the number of enterprises carrying out import-export procedures at noon is very small.

Therefore, the Center for Border Gate Management announced that from February 25, the forces will temporarily suspend the arrangement of civil servants, officials, combatants and workers to work at noon on weekdays at Huu Nghi international border gate building.
