The objective is to strengthen prevention, detection, preparedness and response to CBRN risks for preventing and mitigating the consequences to people and the environment, contributing to ensuring social order and safety, national security, and promoting the implementation of international commitments on safety, security and non-proliferation of CBRN weapons.
Specific objectives for the period 2019-2020 are for completing CBRN surveys, investigation, assessments of CBRN risks and incidents nationwide, proposing specific solutions to minimize CBRN risks and incidents; completing reviews and putting into the Government's program on the amendment of the Atomic Energy Law, the Chemical Law, and the Law on Infectious Disease Prevention and Control, in accordance with domestic practical situations, and international treaties in which Vietnam has participated, including international treaties on security and non-proliferation of CBRN weapons.
At the same time, completing the supplementation of functions and improving prevention, detection, preparedness and response to CBRN risks and incidents at all levels, and completing the development of coordination mechanisms in prevention and detection, preparedness and response to CBRN risks and incidents.
In the period of 2021-2025, striving for 100% of the legal provisions on prevention, detection and response to CBRN risks will be amended and supplemented in accordance with international treaties on safety, security and non-proliferation of CBRN weapons that Vietnam has participated in; 100% CBRN incident response plans at all levels will be issued.

100% of first responders (Customs, Border Guards, Marine Police...) are to be trained to improve their qualification on CBRN risks, technical solutions, with instructions on using specialized equipment for early detection, especially for security risks related to CBRN. 50% of international seaports of type I, airports and international border gates shall be installed with radiation detection and warning systems through international cooperation and support programs.
In order to achieve these goals, the Plan provides many tasks and solutions. In particular, completing policies and laws on prevention, detection and response to CBRN risks and incidents. Strengthening prevention, detection and response of CBRN incidents; promoting propaganda, raising awareness and exchange of information on CBRN risks and incidents; promoting international cooperation on prevention, detection and preparedness and response to CBRN risks and incidents.
