Chan May port has many potentials for breakthrough

Many potentials
In 2019, Chan May port area had only one wharf that both exploits import and export goods and is a place to receive tourist ships on entry and exit. Thus when cruise ships enter, cargo ships have to go out resulting in difficulties for imports, exports and immigration. At that time, two wharfs No. 2 and 3 were being built at Chan May port. In particular, wharf No. 2 was invested by Chan May Port Joint Stock Company while wharf No. 3 was invested by Hao Hung Co., Ltd.
The wharves have been completed and put into operation. In order to meet the requirements of customs management and facilitate export activities, Deputy Manager of Chan May Port Customs Branch Tran Cao Khanh said, although it was not an effervescent area of import and export activities, customs officers and employees of Chan May Port Customs Branch regularly take turns to supervise activities at sea day or night.
The leader of Chan May port Customs Branch said that the specific characteristics of the port area were both implementing import and export procedures and carrying out procedures for passengers, means of transport on entry and exit, and arrival and departure times. Therefore, Customs Branch always arranges customs officers to handle procedures 24/7. Simultaneously, at Chan May, all information technology application programs in the industry have been implemented such as VASSCM system, and E-manifest so that the customs clearance of import and export goods, people and means of import and export has been carried out at Chan May port conveniently.
Mr. Nguyen Van Thanh, a worker of the Woodchip Joint Venture Company Limited said that, currently, the customs procedures for import and export goods took place quickly, as soon as the customs declaration was made, the business almost immediately received a response on the electronic system. As a result, it helped businesses actively monitor, grasp the situation and implement export plans. Notably, although the Covid-19 pandemic was complex, the implementation of customs procedures was not interrupted.
Thanks to solutions to accompany businesses, the leader of Chan May port Customs Branch said that the volume of imported and exported goods through the area has grown significantly.
Up to now, the value of goods imported and exported through Chan May port reached US$207,501,680, an increase of 46.9% over the same period in 2021 (US$141,209,778). In particular, export turnover reached US$159,099,230, growing by 47% (US$108,38,792) and import turnover reached US$48,402,449, rising by 46.3% (US$33,070,985). Besides that, the unit also processed the immigration procedures for nearly 140 turns of vehicles, with nearly 2,500 turns of people, an increase of 17% in terms of vehicles and 8.2% in people compared to the same period in 2021, which mainly was a seagoing ship and crew members on entry and exit to serve the transport of goods.
Up to now, the state revenue at Chan May Port Customs Branch has reached nearly VND89 billion, an increase of 57.5% compared to the same period in 2021. Currently, there are 26 businesses carrying out customs procedures at the unit for the main items such as asphalt, palm oil, wood chips, and equipment.
Notably, many items have grown significantly this year such as imported asphalt with a turnover of US$8.63 million, an increase of 26.3% over the same period in 2021 (US$6.83 million); exported children's toys were US$33.04 million, rising by 44.3% compared to 2021 (US$22.89 million); wood chips reached US$89,113 million, growing by 44.3% compared to 2021 (US$61.73 million). However, this year's palm oil products had a decline, reaching US$4,255 million, dropping by 42.7% compared to 2021 (US$7.434 million), due to Indonesia's policy of banning palm oil exports.
What is leverage to break out?
Assessing the development potential at Chan May port, the leader of Chan May Port Customs Branch said that many new projects were in the implementation stage; along with the policy of developing infrastructure at the port, it would contribute to creating leverage for the development of imports, exports and immigration through the area.
Notably, the Chan May Quartz Processing Factory project of America Quazts Technology Co., Ltd. is being implemented and is expected to be put into operation by the end of the first quarter of 2023. The project of Kim Long Motors Hue Automobile manufacturing and assembling complex will likely be put into operation from the second quarter of 2023. This project assembles buses that met Euro 5 emission standards or higher. In particular, two main products are buses with 30 to 45 seats and 16-seat passenger cars. These will be two big projects contributing to increasing the volume of import and export goods at Chan May port.
At the same time, according to the unified policy of the Ministry of Transport in Official Dispatch No. 5382/BGTVT-KHDT dated May 31, 2022 on the establishment of a transshipment anchorage in Chan May area and Official Letter No. 6182/UBND- GT dated June 16, 2022 of the Provincial People's Committee on coordination to complete the procedures and infrastructure to ensure the conditions to put the mooring area for ships up to 200,000 DWT into operation at Chan May port area, Thua Thien Hue province.
Currently, the exploitation of cargo containers and sea tourism at Chan May port and Chan May Lang Co economic zone is being actively directed by the Provincial People's Committee. An investment promotion conference for container shipping lines at Chan May port with the participation of about 200 guests from many related agencies and units will take place in the second week of October.
The efforts of businesses, the support of the authorities at all levels and solutions to facilitate the clearance of import and export goods have created a premise for Chan May port to make a breakthrough.
