Strengthening inspection and supervision

According to Cau Treo International Border Gate Customs Branch, import and export activities have become increasingly lively. About 700-800 residents, means of transport and tens of thousands of tons of goods are cleared per day across the border gate.

As of June 15, the branch attracted 224 enterprises to carry out customs procedures, up 3.23% year-on-year.

Motivated by great effort by the Customs and enterprises, the branch has cleared 51,758 means of transport on exit and entry, increasing by 39.7% compared with the previous year; processed 3,749 declarations, up 6.72% year-on-year. The total import and export turnover has surged by 17.14% year-on-year to US$165.44 million.

Currently, the branch has earned VND324 billion in revenue, meeting 63.4% of the target.

In June, in response to Drug Prevention Action Month and All People's Day for Drug Prevention and Control (June 26), Cau Treo Customs Branch has strengthened the use of sniffer dogs and specialized equipment to prevent violations. The branch has focused on inspecting and supervising import and export goods and means of transport to detect tricks of hiding infringing goods.

Mr. Le Minh Duc, Manager of Cau Treo International Border Gate Customs Branch, said that the implementation of measures for inspection and control for import-export goods and means of transport not only contributed to drug prevention and control but helped the branch prevent revenue loss and tax fraud. This was the solution for the branch to control counterfeit goods and goods infringing intellectual property rights in 2023, thereby protecting the interests of Vietnamese consumers.

In the first five months of the year, Cau Treo Customs International Border Gate Customs Branch transferred the declaration channel from the Green channel to the Red channel for six enterprises showing signs of trade fraud in goods origin, quantity and value. This aims to assess the compliance level of enterprises and monitor high-risk enterprises, thereby contributing to the prevention of budget revenue loss.

According to Mr. Le Minh Duc, the branch has established a post-clearance audit team, reviewed and collected information, and identified suspicious signs for dossiers under Green channel, cases showing suspicious signs of goods code, origin, and reviewed processes and procedures, collected information, studied relevant documents and standards for goods imported and exported across the area. The specialized force will propose to conduct the post-clearance audit to prevent violations as well as strengthen control and supervision for import and export goods and means of export, and avoid revenue loss.

Maximum support for enterprises

Since Lao authority banned empty vehicles into the territory, causing difficulties for Vietnamese transporters. In addition, the import and export activities across Cau Treo International Border Gate has also decreased due to the effect of the Covid-19 pandemic.

To promote trade activities, Cau Treo International Border Gate Customs Branch has implemented solutions to support and facilitate enterprises in customs clearance in the fastest manner. The branch has actively promoted the exchange of e-document via National Single Window and ASEAN Single Window with ASEAN member states.

A representative of Vinaconex Joint Stock Company (Nghe An) said that the customs procedures are processed online, so enterprises do not need to directly work with the Customs. Enterprises may pay taxes online via e-tax payment portal 24/7. Officers have resolved arising problems and supported enterprises to quickly clear goods.

It is forecast that in the near future, the volume of import and export goods and means and passengers across Cau Treo international border gate will increase. Therefore, Mr. Le Minh Duc, in order to create maximum conditions for customs clearance at Cau Treo International Border Gate, the branch has fully arranged human resources, and equipment, enhanced inspection and control capacity and reduced customs clearance time to facilitate importers and exporters across the border gate.

To achieve the revenue target of VND510 billion, the branch will develop a plan for revenue collection monthly and quarterly; closely monitor the import-export activities of enterprises in the area to implement effective solutions to increase revenue. It will also implement solutions to facilitate trade and remove difficulties for enterprises; improve the efficiency of state management, and combat revenue loss.

The branch also promotes anti-corruption, strengthens coordination in combating violation, trade fraud, and drug-related crimes.

Especially, building and perfecting the online service system, performing smooth customs clearance, prevent congestion at the border gate.
