Cao Bang Customs actively supports enterprises in deploying the automated system for Customs management

Talking with Customs Newspaper’s reporter, Ms. Hoang Thi Anh Nguyet- Director of Phu Anh Transportation and Trading Limited Liability Company -the first company in Cao Bang province deploying the system, said that during the deployment, the company was greatly supported by the Customs authority. The Company’s connected site is the gathering and inspection site of imported and exported goods at Ta Lung Border Gate (Phuc Hoa District, Cao Bang province).
“My company is small to medium sized with 20 staff, in which 4 staff are working in the information technology field. From the preparation to the official deployment and operation of the automated system for Customs management, Cao Bang Customs Department has actively assigned Customs officers to directly work at the Company’s site for training and supporting of the connection between the two sides. During the deployment, Customs officers have continuously assisted the company in dealing with arising problems. The Company not only has been assisted by Cao Bang’s Customs officers, but it has also been instructed by the IT force of the General Department of Vietnam Customs. The coordination in the work has helped us to seamlessly connect to the Customs system and enhanced the feelings and sharing of work between the company’s staff and Customs officers,”- the Director of the company cum the delegate of the provincial People's Council and Vice chairman of the Cao Bang Young Businessmen Association said.
Ms. Hoang Thi Anh Nguyet added that over 1 month of implementation (from 18th September 2018), the system has facilitated the Customs clearance at the company’s inspection site.
Deputy Director of Cao Bang Customs Department, Le Viet Phong said that there were 15 warehouses and yards managed by the department, including 3 bond warehouses and 12 sites for gathering and inspection of imported and exported goods. Complying with Plan 3009/KH-TCHQ dated 30th May 2018 of the General Department of Vietnam Customs deploying the automated system for Customs management, Cao Bang Customs Department developed Plan 1174/KH-HQCB (dated 24th August 2018) for the deployment in its management area.
Notably, before the official connection, on 30th August 2018, Cao Bang Customs Department held a conference on training of the deployment of automated system for Customs management for 100% of relevant enterprises in the province.
“The training aims to help warehouse and yard operators in the province to clearly understand benefits and fully grasp regulations on the Customs management and supervision for bonded warehouses and centralized inspection sites of goods. At the same time, understanding the responsibility of enterprises related to the connection as prescribed in the Customs law,”-Mr. Phong said.
According to Deputy Director of Cao Bang Department, the characteristics of warehouse operators and the centralized inspection sites in Cao Bang is that they are not large, the numbers of officers in charge of information technology is insufficient. Thus, after the training, the Department continuously coordinated with the Customs IT and Statistics Department (under the General Department of Vietnam Customs) to directly train and instruct each enterprise in connecting with the system. As of 30th September 2018, the Department connected 11 gathering and inspection of goods sites at 4 Customs branches including: Ta Lung Border Gate Customs Branch; Tra Linh Border Gate Customs Branch; Po Peo Border Gate Customs Branch; Bi Ha Border Gate Customs Branch in accordance with the plan set by the General Department of Vietnam Customs. There was a site that was not connected because it did not have the software meeting the requirements for connection.
For the bonded warehouses, Mr. Phong added that the Department supported and urged enterprises to implement relevant work to ensure the connection before 30th November 2018, in accordance with the plan of General Department of Vietnam Customs.

Also, Mr. Phong said that the deployment of the automated system for Customs management, the Department was supported by the Customs IT and Statistics in handling shortcomings. Currently, the system operated smoothly, facilitating the import and export activities and meeting requirements on Customs management.
According to Deputy Director of Customs IT and Statistics Department Le Duc Thanh, the scale of enterprises connecting to the system in Cao Bang is not large, but Cao Bang Department has taken the initiative in deployment, including the assistance for the business community. |
