Cai Mep Port Customs committed to business facilitation

Mr. Nguyen Van Danh, Manager of Cai Mep Port Customs Branch said that the Branch has applied modern management method and created the most favourable condition for import and export activities of the business.
“At the conference, the Branch continuously guided new documents for businesses to clearly understand and promptly implement and avoid errors. At the same time, listening to comments and reflections of businesses to further facilitate and provide the best support for import and export activities with the hope of the more amount of goods” Mr. Danh stressed.
The leader of Cai Mep Port Customs Branch and representatives of divisions of Ba Ria-Vung Tau guided and answered many questions of businesses related to Customs procedures, specialized inspection and etc.
Guiding the PetroVietnam Fertilizer and Chemical Cooperation on the implementation of Decree 108/2017/ND-CP dated 20th September 2017 on fertilizer management, Cai Mep Port Customs Branch said that this Decree replaced the Government’s Decree 202/2013/ND-CP dated 27th November 2013 taking effect from the date of signing. According to this Decree, the Plan Protection Department under the Ministry of Agricultural and Rural Development is a specialized agency performing State management on fertilizer in accordance with the law. On 2nd October 2017, the Plan Protection Department issued an Official Letter to announce 7 organizations which were authorized to perform State inspection on fertilizer.
Answering the questions of Hoa Sen Group on specialized inspection for steel, the representative of Cai Mep Port Customs Branch said that based on Circular 07/2017/TT-BKHCN and guidelines of the General Department of Vietnam Customs, the imported steel was subject to State inspection on quality. The importers only submitted the registration approved by the specialized inspection agencies to the Customs agencies for Customs clearance and they had not to wait for inspection results.

Complaining about regulations on deposit when importing scrap, the representative of An Tuong Steel Company (Binh Duong) said that the regulations on deposit of 20% of the imported shipment value within 15 working days greatly affected financial situation of the company. Recently, the company imported 30,000 tons of scrap and had to deposit 22 billion VND. The company completed Customs procedures for clearance within a week, but the regulation was that after 15 working days including day-off was 21 days the company would receive back the deposit. Through the conference, the company sent its recommendation to specialized management agencies to review this regulation.
Sharing with the company, Mr. Nguyen Van Danh said that these were regulations of specialized management agencies, the Customs agency recorded the proposals of the company to report competent levels to consider supplements and amendments to these legal normative documents.
With the specific characteristics, many businesses operating in agricultural products in Cai Mep Port stated some obstacles in specialized inspections. For example, although the imported agricultural products did not arrive at the port, the business completed the specialized inspections and paid tax on NSW, the business proposed to be automatically cleared. Besides, for some cases, the specialized inspection agencies announced that there were some problems on NSW system, so they could not post the inspection results on the system and provided paper results. Thus, whether or not the Customs accepted these results for goods clearance?.

Answering a series question of agricultural products importers, the manager Nguyen Van Danh said that the goods which were fulfilled tax payment and had the results of specialized inspections were cleared. However, when goods arrived in the port, the Customs agency would certify via supervision areas. If the goods did not arrive in the port, they could not implement this step. If the NSW system was failed the Customs would accept the paper results for clearance. Even the Customs would accept the results via fax for goods clearance to facilitate businesses, so that business did not have to submit paper results to the Customs.
In addition, the Branch answered and resolved some obstacles related to verification for scrap a container, Tax refund, project of tax scheme 24/7 and etc which are deployed by the Customs.
At the conference, 6 port operators at Cai Mep-Thi Vai Port removed some obstacles of businesses on means of loading and discharging goods and procedures for specialized goods.
At the conference, most of the businesses assessed that Customs officers in Cai Mep Port in particular and Ba Ria-Vung Tau in general were enthusiastic and transparent in handling work and considered business as partner and supported and guided carefully. “We hoped to expand working model in Cai Mep Port Customs Branch so that businesses were always supported and confident in carrying out Customs procedures. With this support, all goods arrived to the Cai Mep Port would receive maximum priority including import and export goods” the representative of An Tuong Steel Company said. |
