Binh Duong Customs Department creates confidence for FDI enterprises

VCN - As there are many enterprises engaged in import and export activities, with 100 percent foreign investment capital from countries and territories such as Japan, South Korea, China and Europe, Binh Duong Customs Department has implemented many measures to support and facilitate businesses in import and export activities, which are recognized and appreciated by the business community.

Get confidence from enterprises

Binh Duong is now ranked second in the country in terms of attracting foreign direct investment (FDI) after Ho Chi Minh City. In 2019, the province continued to record a strong breakthrough in FDI attraction. By the end of November 2019, Binh Duong has attracted over $3 billion inFDI, exceeding 119 percent of the year’s plan, increasing by 49 percent compared to the same period last year. Currently, the province has 3,753 valid FDI projects with total registered capital of $34.23 billion.

According to experts, Binh Duong is a big attraction for investors asa result of efforts byauthorities and investors of the province, including a significant contribution byBinh Duong Customs Department.

With 100 percent foreign invested capital, G-one Company officially came into operation in October 2018. According to Ms. Vu Thi Huong, Head of the Administration Department of G-one Company, duringpreparations to go into operation, the company has been instructed by the Binh Duong Customs Department to carry out procedures and has created favorable conditions in the import of machinery and equipment, making the company's operation soon stabilize. Hopefully, in 2020, Binh Duong Customs Department will be maintained and further improved inelectronic legal procedures and quickly cleared. At the same time, the company will also accompany the Customs sector in promoting systems such as warehouse management, liquidation, import and export by 4.0 technology to keep up with the electronics industry.

Similarly, Mr. William Hsu, Deputy General Director of Polytex Far Eastern Vietnam, said that the company received itsinvestment registration certificate inJune 29, 2015. In 2017, the Textile and Dyeing Factory officially came into operation and in August 2018, the Chemical Fiber Plant officially operated in Bau Bang Industrial Park, Binh Duong Province. Since its inception, the enterprise has received the support of Binh Duong Customs Department, so the clearance speed is fast, without any losses, meeting the progress of importing machinery and equipment of the company during the plant construction phase, the materials were fully imported during the production stage.

Mr. Lee Bong Hee, Vice Chairman of South Korea Investors Association in Binh Duong, General Director of Phu My Development Joint Stock Company said there are currently more than 700 South Korean companies investing in Binh Duong, of which there are about 400 companies dealing with import and export activities. Recently, South Korean investors have received a lot of support from the BinhDuong Customs Department. Besides, South Korea Investors Association in Binh Duong and Binh Duong Customs Department also maintain a very good relationship. We hope that in the future, the relationship between the Customs and enterprises will continue to be built and developed further, contributing to promoting Binh Duong province to develop more and more.

Attractive destination

The Director of Binh Duong Customs Department, Nguyen Phuoc Viet Dung, said the unit has recently achieved positive results in many fields, especially in the field of reform andmodernizationof procedures to facilitate import and export activities. Specifically, in the field of reform, modernization and simplification of specialized inspection procedures, so far the unit has implemented all 173 administrative procedures of ministries and branches involved in the management of import,export and transit goods;people and vehicles on exit, entry and transit through the National Single Window; operated smoothly theVNACCS/VCIS automatic clearance system, contributing to shorten customs clearance for businesses. Continue to maintain the online public service system of the department, ranked second in the industry in terms of the number of applications received through this system.

In particular, the unit actively coordinated with the Department of Taxation, the Department of Planning and Investment, the Management Board of industrial parks, the Management Board of VSIP Industrial Park and the local authority in the province of Binh Duong in a timely manner. Approaching newly licensed projects and newly established businesses to actively provide information and support businesses in conductingprocedures at the unit. The unit always associates and shares information regularly with businesses with large budget revenues to ensure a good source of revenue.

The unit's remarkable point was the deployment of the second container scanner at Tan Cang - Song Than ICD, which opened on May 28, 2019, to continue facilitating import and export activities. The screening time is 3-5 minutes/container, reducing loading/unloading costs, detecting violations and effectively combating smuggling and trade fraud.

Along with administrative reform and customs modernization in order to create favorable conditions for enterprises in import and export activities, Binh Duong Customs Department always maintains and develops a Customs-Enterprise partnership. From the beginning of 2019, the unit has organized eight conference dialogues at district level and four households at department level. Thereby, the new customs law policies have been transferred to businesses after the issuance.

The department is also interested in providing information and supporting businesses through many other communication channels such as meetings, in writing, phone, email, through the department's website and through online consulting groups. This form is implemented specifically for each branch. Therefore, difficulties and obstacles about customs procedures have been promptly and satisfactorily answered by Binh Duong Customs Department.

In 2019, despite the difficult socio-economic situation, Binh Duong Customs Department completed the goal with the State budget revenue as of December 17, reaching over VND15,154 billion, an increase of 10.6 percent compared to the same period in 2018, reaching nearly 105 percent of the plan assigned by the Ministry of Finance (VND14,460 billion) and is expected to reach the target of VND15,400 billion by December 2019.
