Binh Duong Customs Department accompanies and supports businesses to comply with the law

Maximize facilitation for import and export activities
Having just completing export procedures for orders in the last days of the year at Thu Dau Mot Customs Branch, Mr. Tran Van Uc, Head of Import-Export - Logistics Department, Panasonic Life Solutions Vietnam Co., Ltd. excitedly shared, thanks to the support of the Customs agency, businesses have complied well with the provisions of law so that this enables the enterprise's production, business, and import-export activities to be proceed smoothly.
Sharing about practical benefits after more than a year of participating in the Customs Compliance Program, Mr. Tran Van Uc said, businesses always receive important support from customs officials, promptly resolving problems of enterprises. Especially when there are new customs legal documents and policies, businesses are enthusiastically guided by officers of Thu Dau Mot Customs Branch, from which businesses can grasp the information to comply correctly, avoiding mistakes due to lack of update regulations.
Mr. Han Tan Quang, Head of Recycling Market Department, concurrently in charge of Import-Export Department, Vina Kraft Paper Co., Ltd. shared: "We are very proud to be one of 6 businesses upgraded in terms of compliance with customs laws in the pilot program. As an enterprise with a relatively large volume of import and export goods with about 1,000 - 1,500 containers/month, despite great efforts, the enterprise still cannot avoid shortcomings in grasping the provisions of law. Therefore, through the program, the company has been organized by Binh Duong General Port Border Gate Customs Branch in particular and Binh Duong Customs Department in general to organize consulting activities, answer questions, and provide information as well as give risk warnings, closely follow the activities of enterprises in import and export activities. Thereby, businesses can grasp and comply with the law well, preventing law violations.
As a "rookie" enterprise participating in phase 2 of the Program (from September 2023), Mr. Bui Thanh Phong, in charge of the Import-Export Department, Tin An Investment Joint Stock Company excitedly said, on average, each month, the business carries out customs procedures for about 180 import and export declarations for 300 containers of goods. Since joining the Program, the company have received support and priority during the procedure process, ensuring customs clearance efficiency and shortening time for goods inspection and delivery... As a result, the source of raw materials for production and supply of goods to international customers are ensured, avoiding risks and unwanted delivery delays, improving reputation before partners. In the coming time, the enterprise will import more machinery, equipment and raw materials to serve production for long-term orders. They do hope to be offered more guidance and support from Binh Duong Customs Department and Thu Dau Mot Customs Branch in business activities.
Continue to accompany the business
According to Binh Duong Customs Department, in order for support activities to be regular, continuous, and quarterly, Binh Duong Customs Department sends information to evaluate and synthesize compliance activities, and information about common violations (if yes) in order to give warnings and recommendations to businesses. On the business side, based on the information provided by the Binh Duong Customs Department, businesses conduct a review of the company's operations and customs clearance services, offering solutions and limiting violations to improve compliance with customs laws.
To date, Binh Duong Customs Department has signed a memorandum of understanding with 23 businesses and customs clearance agents participating in the Program to support and encourage businesses to voluntarily comply with customs laws. From 18 participants in phase 1, up to now 6 businesses have been promoted in terms of compliance with customs laws.
As one of the customs units with a large number of import-export declarations, Director of Thu Dau Mot Customs Branch Huynh Trinh Thanh said that the department currently has 6 businesses participating in the Program. Along with propaganda and encouraging businesses to participate in the Program and comply with legal policies, the branch has arranged a separate counter to support and assign officials with high professional qualifications to promptly handle problems arising for businesses. In addition, the branch has Zalo groups in charge of receiving customs declarations. Every day, officials monitor and update new documents and policies to propagate new guidance contents. At the same time, the unit provide timely consultation and supports to remove businesses’ obstacles and to improve their compliance level. It is expected that in 2024, Thu Dau Mot Customs Branch will sign a memorandum of understanding with 4 businesses participating in the Customs Law Voluntary Compliance Program.
Director of Binh Duong Customs Department Nguyen Tran Hieu said that amid current difficulties faced by businesses, the support and companionship of the province, local departments and agencies and the Customs sector are solid foundation to consolidate businesses ‘s belief in their production and import-export activities.
In that spirit, in 2024, promoting the results achieved, Binh Duong Customs Department will continue to improve the operational efficiency of the Customs agency in supporting businesses that have signed the Memorandum of Understanding, limit errors due to not fully updating legal regulations. Moreover, Binh Duong Customs strengthens cooperation, encourages enterprises, especially FDI enterprises, enterprises with key industries, and small and medium-sized enterprises to voluntarily comply with customs laws, contributing to improving compliance of enterprises and thereby reduce costs, time and management resources of businesses.
