Binh Duong Customs copes with reduced revenue

Revenue plunges

According to Binh Duong Provincial Statistics Office statistics, the gross domestic product (GRDP) growth of the province plunged to the lowest level in two recent years. Production output of several key industries decreased due to high input production costs, leading to decreased orders.

At the Vietnam - Singapore Industrial Park Customs Branch, most of the businesses in the area have resumed operations but still face difficulties. Manager Huynh Van Ut said that through working with enterprises, the number of export orders dropped, causing aplunge in the production output volume compared to 2022. As of June 25, the revenue of the Vietnam - Singapore Industrial Park Customs Branch fell 20.7% toVND760.7 billion.

At Song Than Customs Branch, in the first six months of 2023, the import and export activities in the area also faced difficulties. The total trade in goods declined 21.91% year-on-year.

Manager of Song Than Customs Branch, Huynh Kim Ngoc said thateight companies engaged in export processing and manufacturing stopped operating; most of the export processing and manufacturing enterprises reduced their orders and import and export output. The total number of enterprises carrying out customs procedures at the branch dropped 7.91% to 757 enterprises. Total number of declarations fell about 17% year-on-year. The branch'srevenue decreased by 17% compared with the previous year.

As of June 15, the total import and export turnover in Binh Duong Customs Department units saw a year-on-year decline of 20.68% to US$19.29 billion. In which, import-export turnover of taxable goods dropped 36.51% to US$ 1.87 billion compared with the year ago. Notably, the import turnover of some major commodity groups plunged as iron and steel products at VND 499 billion, down 39%; other common metals at VND389 billion, down 30%; chemical products at VND 397 billion, down 23%; raw plastic products at VND507 billion, down 25%...

Making great efforts to overcome difficulties

According to the Director of Binh Duong Customs Department Nguyen Tran Hieu, in 2023, Binh Duong Customs Department is assigned arevenue target of VND20,200 billion and an ambitious target of VND21,210 billion. This task is difficult for the department amid domestic and international economic fluctuations.

Responding to the difficulties, the department has issued a plan to perform key revenue tasks; expedited administrative reform, customs modernization and facilitation to enterprises; strengthenedthe fight against smuggling, trade fraud and anti-revenue loss;and built a professional, transparent customs force.

Notably, the department has performed Customs reform and modernization drastically and effectively, facilitating import and export activities of enterprises. The department has processed all procedures online 24/7 and quickly clears goods for enterprises.

The department has resolved the Difficult problems of enterprises in a timely fashion. In addition, the customs branches have actively organized Customs-Business forums via the Zalo application. Every day, the branches monitor and update new legal documents to the business community,answer business problems, and understand the difficulties of enterprises to report to the Binh Duong Customs Department for timely handling. The business community highly appreciates this performance for its practicality and effectiveness.

Binh Duong Customs Department also has well-performed anti-smuggling and commercial fraud. The department has determined to prevent the establishment of smuggling rings and groups, ensuring the business investment environment in the area.

Most local enterprises have complied with the law;there are no signs of smuggling groups. As a result, in the first six months of the year, Binh Duong Customs Department arrested 302 customs offences, with total administrative fines and tax arrears worth over VND56.4 billion.

Most offenders are enterprises engaged in export production and processing temporary import for re-export,enterprises outside the province implementing import-export activities in Binh Duong,and private enterprises import for business...

Administrative, administrative violations are mainlyviolations of the time limit for customs procedures,tax filing, customs declaration,and tax declaration. The remaining cases are violations of the management of import and export goods.
