Being reviewed the measure of suspending transit scraps

By implementing the Directive 27/CT-TTg of the Prime Ministry on some urgent solutions for strengthening the work of management on importing and using scrap for production material, in order to ensure the proper implementation with current regulations, the Ministry of Industry and Trade has coordinated with related ministries and sectors on developing a Circular stipulating on suspending temporary import and re-export business for some kind of scraps and a Circular stipulating on the border for importing scrap.
At the same time, the Ministry of Industry and Trade is also coordinating with related authorities for reviewing the measure of suspending transit scraps via Vietnam territory.
Around this issue, the Ministry of Industry and Trade also sent a document to General Department of Vietnam Customs and stated that, after issuing these Circulars, the ministry will announce the time of application to the General Department of Vietnam Customs.
Responding to the opinion of the Ministry of Industry and Trade on the procedures for temporary import and re-export and transit of scrap goods, the General Department of Vietnam Customs has issued a document to inform the provincial customs departments. It said that, during the time that the Ministry of Industry and Trade has not yet issued a guiding circular, the temporary import and re-export of scrap shall comply with the current regulations.
Recently, the General Department of Vietnam Customs has also issued documents guiding local customs to deal with the case of transporting specific scraps through inland waterways.
Furthermore, according to the General Department of Vietnam Customs, regarding import of scrap via inland waterway border gates, the Ministry of Finance has made a report to the Prime Minister, in that it proposed to supplement regulations on not allowing the importing of scrap via inland waterway border gates. However, until now, the Prime Minister has not given any directives on this content.
Accordingly, in order to avoid the congestion of goods at the border gate during the time for waiting for the directives of the Prime Minister and implementing Directive 27/CT-TTg, provincial Customs Departments shall direct their Customs Branches to implement customs procedures for scraps importing via inland waterway in accordance with regulations.
