At the meeting on 16 November 2017 with the Ministry of Transport and Ministry of Public Security, General Department of Vietnam Customs (GDVC) discussed many issues to unify the responsibilities of the parties concerned.
Regarding the passenger name record (PNR), over the past time, the GDVC said that it has received proposals from some airlines such as Singapore, SilkAir, All Nippon Airways, Thai Airways, AirAsia ... on permission to delay for submission of PNR information to the NSW until 2018. The reason is that most of these firms have used the system provided by foreign companies and have not upgraded the information technology system yet.
Before the proposals, the GDVC requested the Ministry of Transport and Ministry of Public Security to give their comments to send to the National Steering Committee for ASEAN Single Window, National Single Window and Trade facilitation (Committee 1899) towards: Allowing to send PNR information according to the schedule as it is the first implementation, the airlines need time to prepare technical and information requirements to the information to the NSW Portal.
Another important matter discussed in the meeting was connection between the specialized system and the NSW portal.
Specifically, the Ministry of Transport is currently accessing advance passenger information in accordance with Decree 27/2011 / ND-CP. Accordingly, the airport authority uses the APIS system to receive advance passenger information and share it with the Customs and Border Police. However, when deploying through the Aviation NSW under the Prime Minister's Decision No. 43/2017 / QD-TTg of 26 September 2017, all information on passengers, aircraft, flight crew and cargo will be received via the NSW portal and the NSW will share it with state management agencies at international airports.
However, until now, the Ministry of Transport and Ministry of Public Security have not agreed and deployed the plan on connecting the specialized system with the National Portal to receive information related to aircraft on exit, on entry and in transit.
Therefore, the General Department of Customs proposed that while the connection between the specialized system and NSW portal is not carried out, the Ministries shall receive and search information related to aircraft and passengers, flight crews and cargo at the NSW Portal through reduced functionality. At the same time, the Ministries are required to provide information to the border police units and airport authorities in order to synthesize, whereby requesting for account grant on the NSW portal and then send to the General Department of Customs to be issued the account.
Representatives of the Civil Aviation Department - Ministry of Transport said that the Department has been ready to carry out Decision 43/2017 / QD-TTg in the direction of the Government. However, there was still obstacle related to the APIS system implemented by the Ministry under Decree 27/2011 / ND-CP. Consequently, the GDVC was requested to report to the Committee 1899 for unified guidance on the legal basis.

Deputy Director of Customs IT and Statistics Department Le Duc Thanh said that he realized the proposals from the representative of the Ministry of Transport and would report to the Committee 1899. He also added that the Customs was developing a Government's Decree guiding the implementation of the specialized inspection and the NSW. This Decree would provide a standard legal basis for the implementation of the NSW in general and Aviation NSW in particular.
