Automating information collection for risk management

Collecting information of 14,548 enterprises
According to the Risk Management Department (under the General Department of Vietnam Customs), municipal and provincial customs departments made plans to gather information of 15,929 enterprises under Decision 3527/QD-TCHQ dated December 28, 2020 to execute the plan for information collection and processing in 2021.
The departments collected information of 271 specialized enterprises, meeting 100% of the target.
These enterprises include international postal service providers, international express delivery suppliers, duty-free businesses, operators of seaports, warehouses, yards, bonded warehouses, operators of container freight stations, container freight service providers, customs brokers, and owners of means of transport.
Customs collected 19,017 pieces of information on means of transport on exit, entry and in transit; information on transport operators for export, import, in transit, and information on service providers.
In 2021, information was collected of 14,548 of 15,929 enterprises engaged in importing, exporting, transiting goods. The collected information of customs brokers reached 91.3%. Some local customs departments achieved positive results such as Binh Duong, Binh Dinh, Hai Phong, HCM City, Quang Ninh and Khanh Hoa.
However, the information collection at local customs departments reached less than 90% because businesses have suspended their operations or dissolved.
Handing enterprises providing inaccurate information
Recently, the General Department of Vietnam Customs issued the plan on information collection and processing in 2022.
According to the Risk Management Department, the plan requests municipal and provincial customs departments to collect information of customs declarants.
Accordingly, the plan sets out targets of collecting and updating 100% of targets meeting the requirements of automatic assessment of compliance and risk classification for customs declarants on the customs system.
The plan requests departments to promote the application of digitalization of exchange information. The departments are asked to collect and exchange information online and limit using paper documents to implement digital and smart customs. Customs branches are required to notify and instruct enterprises using online public services at https://pus.customs.gov.vn/.
Units need to coordinate with the Tax, Police and Surveillance authorities and other agencies to identify the reliability of the information provided by the customs declarants if the information shows suspicious signs.
The plan states the specific sanctions for businesses that do not give information or provide inaccurate information. In addition, the Risk Management Department asks local customs departments to update the non-cooperation status of enterprises into the CRMS system. Accordingly, this information will directly affect the risk classification and assessment of the compliance level of enterprises.
