Tho Xuan airport is a domestic airport, Currently, the Thanh Hoa provincial People’s Committee is directing competent sectors to implement relevant procedures to operate charter international flights from Thanh Hoa to Bangkok (Thai Lai) (expected to be operated in June, 2017) to develop the tourism and promote investment.

The Thanh Hoa Customs Department will establish a 4-5 – office working team (under the Thanh Hoa border Customs Branch) led by a leader of the Branch (transferring officers who are qualified in professional skills and foreign languages and trained on scanners from other units to join the working team) to implement the the Customs inspection and supervision for irregular international flights at the Tho Xuan airport according to the flight schedule of airline firms.

In addition, the Department will hold practical training on Customs inspection and supervision at Nghe An Customs Department (Vinh Airport) with the same operation model.

According to the Thanh Hoa Customs Department, Tho Xuan Airport will arrange the former station to be the international terminal for the arrival and departure flights (domestic flights have moved to the new terminal), and set primary site in accordance with requirements on Customs inspection and supervision at the airport ( an office for customs officers, a place for luggage inspection, and a storage of missing luggage and infringing items).

For scanners system, the Customs Department will use the scanner together with the aviation security force (Departure flights: aviation security and Customs, Arrival: Customs). In the long run, when the international flights are stable and developed, the Thanh Hoa Customs Department will report to the General Department of Customs on equipping the scanners and the drug detectors.

The Thanh Hoa Customs Department will install computers and internet system to ensure the work performance.

As requested by the General Department of Customs, the Thanh Hoa Customs Department arranged a working team including at least 2 officers who are trained on screening operations and qualified officers implementing the Customs inspection and supervision in compliance with Circular No. 38/2015/TT-BTC, Circular No. 42/2015/TT-BTC of the Ministry of Finance and Decision No. 3280/QD-TCHQ of the General Department of Customs on Customs procedures for luggage of passengers in exit or entry, goods in the luggage of passengers in exit or entry and Customs supervision at international airports.
