Applying IT in the management of outsourcing enterprises in Bac Giang Customs

In 2022, the General Department of Customs issued Decision 247/QD-TCHQ stipulating how to connect and exchange data of surveillance camera systems of export processing enterprises with Customs authorities (according to Clause 10, Article 1 of Decree 18/2021/ND-CP). In particular, to implement the IT system redesign project, the General Department of Customs has completed the review and determination of problems related to goods processed and produced for export and completed the development of management requirements and information criteria to meet the digital Customs model.

In the first 6 months of 2023, the Bac Giang Industrial Parks Customs Branch has handled procedures for 228,564 declarations, with a total import-export turnover of US$25.3 billion (including US$11.9 billion in imports and US$13.4 billion in exports).

The branch earned more than VND852 billion, reaching 44.84% of the assigned target (VND1,900 billion).

According to the Bac Ninh Customs Department, the unit has always been proactive and made efforts to reform and modernize customs management for export production and export processing enterprises. This activity is reflected in the instructions on completing the conditions of customs inspection and supervision such as issuing detailed manuals on destruction supervision; solutions to handle the suspension, shutdown, and prevention of escape and disappearance of export production and export processing enterprises...

The bright spot in this work can be mentioned at Giang Industrial Parks Customs Branch. (Bac Ninh Customs Department).

The branch has always actively implemented administrative reforms, creating maximum favorable conditions for the production and business activities of enterprises in the province.

The branch currently has 36 officials, civil servants and employees (including 28 officials and civil servants and 68 contract employees under Government Decree 68) divided into three teams: two technical teams and one general affairs team. Currently, out of 1,250 enterprises managed by the branch, there are 433 export processing and production enterprises.

To concretize the directives of the General Department of Customs, Bac Ninh Customs Department, the branch first established a specialized unit under the General Affairs Team (according to Article 16, Decision No. 1966/QD-TCHQ dated July 10, 2015, of the General Department of Customs) to improve the efficiency of information collection of organizations and individuals engaged in processing, export production, and manufacturing enterprises. This team performs specialized management for each enterprise, each specific type to assess the operation situation of enterprises and on the other hand, based on management information to make quick, timely, and accurate decisions for each enterprise.

The leader of ac Giang Industrial Parks Customs Branch said that currently, only 10 officers perform specialized management work at the General Affairs Team. This is also considered a significant challenge for the branch. Because, on average, each officer has to manage 43 enterprises besides other tasks.

However, to reduce the pressure and time for officers upon customs analysis and assessment, the leader of the branch has researched, built programs, and applied IT in specialized management.

“This program helps customs officers to analyze and check data on the number of declarations, turnover, items, and business types of each month for each enterprise at the same time. If there are signs of risk such as the enterprise no longer import-export activities; exports more than imports; imports more, but exports less, etc., there is an in-depth analysis report for each specific commodity group, each month, thereby shortening the time of data synthesis and analysis data, which can be applied on a large scale across the Department, "said the leader of the branch.

To better serve enterprises in the province, as well as create a professional working environment for Customs officers, the leader of the ac Giang Industrial Parks Customs Branch proposed to add more officers to the branch, equip a camera monitoring room for export processing enterprises, open a class on analyzing camera images, and develop sanctions according to the requirements of Decision No. 247/QD-TCHQ.
