At the conference, Director of An Giang Customs Department Tran Quoc Hoan said that over the past two years, the Covid-19 pandemic has seriously impacted import and export activities of the whole country and An Giang province, which poses challenges and difficulties for businesses.
With the motto “Always accompanying businesses, considering the prosperity of enterprises as a contribution to the development of the locality and the department”, the department’s leader has requested all officers to perform administrative reform and customs modernization, support and create favorable conditions for enterprises in customs process, and quickly clear goods.
“With the goal of accompanying businesses, the local customs wants to update new legal policies to businesses and grasp feedback and obstacles from them to improve in supporting import and export activities,” the director said.

At the conference, the local department introduced new contents of the Government Decree 15/2022/ND-CP dated January 28 on tax exemption, tax reduction under the National Assembly’s Resolution 43/2022/QH15 on fiscal policy to support socio-economic recovery and development program; Decree 21/2022/ND-CP amending and supplementing a number of articles of the Government Decree 57/2019/ND-CP dated June 26, 2019, on the Preferential Export Tariffs and Special Preferential Import Tariffs for implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership for 2019-2022.
In addition, to avoid errors in certifying goods origin, applying tax codes, sanctioning administrative violations, An Giang Customs Department has noticed new contents of Circular 05/2022/TT-BCT dated February 18, 2022 of the Ministry of Industry and Trade regulating goods origin rules in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership; Law on Tax Administration; Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations.
During the business dialogue session, enterprises said their difficulties and problems in customs clearance have been removed and supported by the local customs branches, so the import and export of their goods have not been affected.

Regarding problems of Binh Dien Fertilizer Company about the costs incurred when changing the container driver across Buoy area 0, a representative of Vinh Xuong Border Gate Customs Branch said businesses only pay VND20,000 in customs fees for each declaration and there are no costs related to customs procedures. However, the leader said that Vinh Xuong Border Gate Customs Branch should consider and discuss with other competent authorities to assist businesses in reducing costs.
In addition to creating favorable conditions for businesses, the leader of An Giang Customs Department said that he will implement a mechanism to ensure the supervision of customers for customs performance; reduce the rate of physical inspection of goods, administrative costs and customs clearance time; meet the requirements of customs control and the compliance with customs laws in an effective manner.
