Accelerating the reduction of business conditions and specialized inspection

VCN- Minister, Chairman of the Government Office Mai Tien Dung said that after inspecting 16 ministries and agencies, the Prime Minister’s working group would report to the Prime Minister and provide solutions to handle overlapping inspection between ministries. At the same time, it would propose to the Prime Minister to approve the policy in a decree amending many other decrees in order to reduce business conditions and promulgate them in short order.

At the inspection session on 28th February 2018, Minister Mai Tien Dung said that the Ministries’ recent operations were highly appreciative of public opinion and industries. However, the unification and depth is still limited. Meanwhile, the Prime Minister’s instruction was to strongly reform administrative procedures and promote business investment environment, create jobs and ensure social security.

Previously, Minister Mai Tien Dung proposed that after the inspection session, ministries needed to develop official and specific plans for each problem, and from 15th March, the working group would work with each ministry. It was expected that the working group would inspect 4 units each month from ministries, sectors to localities and districts. This is because the barriers were not only at ministries, but also in other departments.

Also, Minister Mai Tien Dung instructed that the ministries were not allowed to develop plans on reducing the inspection form, because the inspection sessions would be participated by associations, industries and businesses. “The reduction must be implemented in a practical manner, avoiding the gathering of many conditions into one, by issuing business conditions in document form. The business conditions must be provided in a Decree, but because conditions, standards are not publicized, therefore, the ministries issued official letters for nationwide implementation. These conditions are issued in official forms, which violated provisions and competency,” the leader of the working group frankly shared.

In order to accelerate the progress of specialized inspection for imported and exported goods and business condition reduction, Minister Mai Tien Dung said that the Government Office would discuss with ministries in case of different points of view, then by 30th June 2018, many legal normative documents would be issued, and thereafter, procedures and conditions would be reduced. The Government office would work with businesses and industry associations to review before issuing these documents.

For specialized inspection, the methods must be very innovative. Applying risk management, transferring from pre-clearance audit to post-clearance audit, focusing on publicized standards and not allowing changing standards into business conditions.

Minister Mai Tien Dung emphasized that “the effective implementation of administrative reform will create great opportunities for the country’s growth. The reform must be implemented synchronously, effectively and consistently’’.
