Customs officers inspect goods at the Northern Customs Branches.

Specifically, there were 21 laws and ordinances; 65 decrees and decisions of the Government and the Prime Minister; 258 circulars and decisions of the ministries related to the field of specialized inspection such as: tests of quality of products and goods; food safety inspections; Quarantine (animals, plants, health); cultural tests; regulations on import and export license and import-export conditions, etc.

According to Mr. Ngo Minh Hai, the Deputy Director of Customs Supervision and Management (General Department of Vietnam Customs), the number of legal documents increased compared to the time of construction of the scheme on solutions for better performance of specialized inspection (259 legal documents on August 2015). The reason is that some ministries have issued new guidance documents for the areas previously not been fully guided. Meanwhile, there are some inappropriate documents which have not been amended and supplemented.

Mr. Ngo Minh Hai said that large numbers of legal documents on specialized inspections are now issued with a large number, a wide range but many items without HS codes or standards and regulations to carry out the inspection still exist.
