The Plan is to create the initiative in the direction and management of the administrative reform of the leaders of the General Department of Vietnam Customs and subordinate units in the Customs sector; implement administrative reform effectively to achieve the objectives in Government Resolution No. 19-2016 / NQ-CP and Government Resolution No. 35 / NQ-CP as well as accomplishing financial and budgetary tasks in 2017.
With specific requirements in line with the Minister of Finance‘s Decision 1491/QD-BTC of 30th July 2015 on public administrative reform for 2016-2020, in 2017, the General Department of Vietnam Customs will integrate and combine operations of public administrative reform with construction of the Law; closely monitor the implementation of legislation; strengthen discipline in implementing public service tasks and other activities according to its functions and tasks.
In particular, regarding policy-making and legislation in Customs for institutional reform, the General Department of Vietnam Customs has required subordinate units to closely monitor and review the system of Customs Law to advise and recommend competent authorities to modify, supplement, replace or repeal the legal documents and provisions in Customs, in order to improve the system of Customs Law. In the case where Customs Departments of the provinces and cities discover inadequacies of Customs law, they must report to the General Department of Vietnam Customs to propose to competent authorities to amend and supplement the system of Customs Law. In particular, the functional authorities should strengthen the Customs-business partnership through dialogues and consultation.
Also, the General Department of Vietnam Customs has requested subordinate units to promptly issue a plan to publicize the Law for civil servants and Customs officers; provide information to Customs declarants and taxpayers in 2017 to seriously comply with the Law. In particular, Customs will focus on monitoring, inspecting and assessing the effectiveness of activities on promotion of legal documents for enterprises.
The General Department of Vietnam Customs has directed subordinate units to implement Customs administrative procedures in accordance with the Law and the decisions announced by the Minister of Finance, not requiring enterprises to pay additional charges and fees out of the provisions in order to improve the quality and the level of satisfaction of individuals, organizations and businesses for the services of Customs agencies. Resolutely eliminating negative situations, harassment and take the satisfaction of individuals, organizations and businesses as a measure of evaluating the quality and efficiency of the provisions on public services.
Strengthening dialogues with enterprises in the field of import and export to solve problems in the implementation of Customs procedures and ensure compliance with policies and the Law to facilitate the business community, contributing to improving the efficiency and quality of management, the General Department of Vietnam Customs said.
Continuing to implement the scheme "Improving the quality of specialized inspections on import and export activities" which has been approved by the Prime Minister. In particular, Customs will focus on amending legal documents related to specialized inspections and improve the quality of specialized inspections at border gates, especially important border crossings.
Promoting IT application in the internal management of Customs, which focuses on building information systems to support business in Phase I; building management system to implement the program of Help-Desk at the Center for Management of IT infrastructure to support VNACCS / VCIS and IT systems of the Customs. Implementing Resolution No. 36a/NQ-CP on e-Government and other Resolutions related to the Government's IT application, Accordingly, to the end of 2017, 100% of administrative procedures will be provided online public services at level 3, and 70% of administrative procedures in Customs will be provided online public services at level 4.
Expanding the number of companies performing administrative procedures through the National Single Window and the ASEAN Single Window; expanding the National Single Window in seaports, inland waterway ports, offshore oil port and airports; reviewing and building a legal basis to construct an IT system to implement new administrative procedures through the National Single Window to deploy the General Plan on the National Single Window and the ASEAN Single Window for 2016-2020.

Continuing to implement Article 41 of the Customs Law 2014 about connection with port business enterprises to reduce documents, improving the efficiency of State management of goods and containers at ports. Applying IT systems for all professional operations, which focuses on expanding IT application in the field of Customs related to tax exemption, reduction and reimbursement, connecting with the system of port and airport business offices, bonded warehouses and duty free shops to implement procedures, process information for goods and means of transport by sea, air, road; and expanding connectivity and communications with commercial banks to implement electronic payments.
