A representative of the Permanent Office of National Steering Committee 389, together with a representative of the General Department of Vietnam Customs, General Department of Tax, Vietnam Coastal Guard and General Department of Market Management answered questions of reporters.
Answering questions relating to tax management through e-commerce business, Vu Manh Cuong – Director of Tax Audit – Inspection Department, General Department of Taxation said the situation of e-commerce business was complicated, in line with world trends. The Covid-19 pandemic also formed a habit of buying and selling goods through e-commerce.
Vu Manh Cuong said that to collect taxes through e-commerce, the tax department has deployed many solutions synchronously.
Firstly, it needed to complete the legal corridor. The Law on Tax Management No. 38 which took effect from July 1, 2020, defines the tasks, functions and coordination among ministries and authorities. In particular, it regulates the tasks of the Ministry of Industry and Trade and the Ministry of Information and Communication to coordinate in providing and transferring information, data and management measures for online business activities to tax authorities.
Secondly, the commercial bank is responsible for providing all sales data when requested to do so by the tax authority.
On that basis, the General Department of Taxation will complete the tax management mechanism for businesses in the e-commerce sector, supporting taxpayers to ịmplement electronic tax declaration and payment, step by step progressing to electronic tax inspection and examination.

Tax officials will contact and communicate with taxpayers via the web portal and carry out inspection and supervision.
To do this, tax authorities need the support of the competent authorities; coordinating with media units to create habits of performing tax obligation of each citizen.
In recent years, e-commerce activities have mainly appeared in Hanoi and HCM City, two areas that have developed information technology.
The General Department of Taxation has communicated information to taxpayers. From 2017 up to now, tax authorities have sent tens of thousands of text messages to each taxpayer and requested 45 banks to provide information data to serve for tax management.
Answering questions related to the inspection of 100 cars in Lao Cai, Nguyen Hung Anh, Director of the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs) said the case was chaired by the Anti-Smuggling and Investigation Department and Permanent Office of National Steering Committee 389 in coordination with C03 - Ministry of Public Security, and the Border Defence force to inspect 100 goods vehicles transporting through Kim Thanh border gate that were overdue for customs procedures. As a result, competent forces seized goods from 100 vehicles that were equivalent to goods packed in 200 40-feet containers.
The infringing goods included those infringing intellectual property, used clothing, herbal medicine, pesticides and used electronics.
For all infringing goods, competent forces have awaited the results of the specialised authority to handle in accordance with regulations.
