Pick up smuggled cars cross shortcut roads
Through a long time of monitoring, the Public Security of Tan Chau, Tay Ninh has determined that there is a smuggling chain of cars from Cambodia to Vietnam, so the Force has made a special case for combat. On the night of March 11th, 2017, at the Cay Cau village, Tan Hoa commune, Tan Chau district (far from Sai Gon bridge – the bridge connecting Tay Ninh province with Binh Phuoc province about 2km) the Tan Chau Public Security arrested a perpetrator named Truong Thanh Ha, born in 1985, residing at Thanh Tay commune, Tan Bien district, who was driving a Toyota Highlander 7-seater car with license plate number 2Z-7918 (Cambodia) to Vietnam. At the time of inspection, perpetrator Ha did not present documents to prove the legality of this car, so he was temporarily arrested for further inspection. Declaring to the Public Security, Truong Thanh Ha stated that around 20 pm on March 11th, 2017, he received a car from a Cambodian at zone 24, provincial road 792, 8km away from the Chang Rien border gate to driving to Binh Phuoc province where he was arrested. Upon receiving the car, the Cambodian said him to drive to Chon Thanh crossroad, Binh Phuoc province where someone will receive it.
Ha also admitted that previously, he known to a Cambodian man named Thea and then cooperated with him to transport smuggle cars from Cambodia to Vietnam to deliver to customers in Binh Phuoc, Binh Duong, Dong Nai, Ho Chi Minh City with a remuneration of 2 million per car. Both perpetrators started trading from April 4th, 2016 and until when he was arrested, there were 30 cars of all kind successfully transported.
According to the Tay Ninh Customs Department, there are many crossroads and shortcut roads along the border forests, which are very convenient for transport of smuggled goods, including by tourist cars or trucks, so the forces have also arranged regular patrol and control. However, for Chang Riec border gate Customs force, the crossroads and shortcut roads outside the area of Customs management, so the coordination for patrol is still limited and mainly patrol in daytime. As the border line from Chang Riec border gate to Xa Mat border gate is now mainly forest road, the smugglers have taken advantage of transporting smuggled goods at any time when finding it safe.
Mr. Huynh Van Duc, Director of Tay Ninh Customs Department said that after the car smuggling case arrested by the Tan Chau Public Security, the Customs Department directed the Customs forces at Xa Mat border gate, Chang Riec border gate and the Customs Control Team to further strengthen the patrol and control activities and pay attention to measures to collaborate with other functional forces outside the provinces to promptly detect and arrest violation cases.

Smuggling through transit road and inter-transport roads
At the Moc Bai border gate – the largest road border gate in the South, smugglers also use tricks of hiding goods on inter-transport means, tractors and motorbikes; Hiding in body or having passengers carry commodities, currencies or drugs when implementing Customs procedures for smuggling into Vietnam; some perpetrators use trucks with sub-drawer and sub-bucket or modified motorbikes to hide smuggled goods and mix smuggled with other goods to avoid the control of the functional forces.
Typically, the transport of 200 packets of Jet cigarettes without Customs declaration and valid documents done by driver Ho Thanh Tam (residing in Thu Dau Mot city, Binh Duong province) was arrested by the Moc Bai Customs (Tay Ninh Customs Department) in the last days of February 2017. In order to evade the control of functional forces, the perpetrator had hidden a number of cigarettes above in the truck's casket covered by a carton piece for camouflage.
On the other hand, according to Director of the Tay Ninh Customs Department Huynh Van Duc, recently, taking advantage of the Vietnam - Cambodia policy on goods in transit exempting inspection on the territory of country for transit, some perpetrators tried to carry out the smuggling, trade fraud and illegal extract of goods in Vietnam. Transit goods have the characteristics that their owners are foreigners who hire Vietnamese traders carry out Customs procedures, so that the responsibilities of transporters with the Customs agency are not clear and was easily abused for smuggling or when being detected to be in breach, the transporters of goods in transit do not clearly know about owners.
Typically, the Moc Bai border gate Customs Sub-Department, the Southern Anti-Smuggling Control Team (the Anti-Smuggling and Investigation Department) and the Cai Mep Port Customs Sub-Department (Ba Ria-Vung Tau Customs Department) collaborated together to carry out a physical inspection for consignment in transit and discovered contraband goods worth nearly 15 billion VND. These goods belonged to the independent transportation declaration of XITLO Logistics Co., Ltd (headquartered at Ward 7, District 3, Ho Chi Minh City), registered by Mr. Le Minh Phuong at Cai Mep Port Customs Sub - Department (Ba Ria-Vung Tau Customs Department). The consignment shipped to Moc Bai border gate for export to Cambodia should be taken into the supervision area of Moc Bai border gate Customs Sub-Department, but then there were no owners presenting to export procedures.
The number of goods declared on the Customs declaration was 100% new home goods (kitchen shelves, kitchen mats), and included 33 packages weighed 1,976.6 kg, worth $ US 2,970. More seriously, through the supervision, the Customs force detected that the shipping seal was broken and could be opened and Customs seal might be counterfeited. When inspecting the consignment, the Customs force found that the actual goods in the container were 1.257 perfume bottles, 58 foreign wine bottles, 607 iPhones, 100 Apple watches and 86 tablets.
As reported by the Tay Ninh Steering Committee 389, in the first quarter of 2017, the functional forces and the Steering Committees 389 of districts and cities have detected and arrested 521 cases with 246 perpetrators of smuggling, trade fraud and illegal transportation of goods across borders. The violated exhibits were valued at 5,1 billion VND (excluding the violation case of goods in transit at Moc Bai border gate, which is in the process of further investigation for settlement), and the infringing goods included over 190,000 packs of cigarettes, more than 5 tons of sugar, tens of wood blocks, firecrackers and foreign wine.

The performance of smuggling in Tay Ninh border gate from the beginning of 2017 till now showed that smugglers and illegal transporters of goods still use any tricks to transport goods across borders at any time and anywhere.
