According to the Prime Minister, the Government has proactively adapted and innovated for development, but first of all, it constantly strives to continue building a Government capable of managing development in the digital age.

By 2045, Vietnam will become a developed and high-income country

Speaking at the plenary session, Mr. Tran Tuan Anh, Head of the Central Economic Commission, emphasized, Resolution No. 29-NQ/TW dated November 17, 2022, on “Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045" is the first comprehensive thematic resolution of the Party on industrialization and modernization. The resolution clearly defines models, viewpoints, goals and a system of policies and solutions to lead and comprehensively direct the process of industrialization and modernization of the country to achieve the goal that by 2030, Vietnam will basically achieve the criteria of an industrialized country, being a developing country, having modern industry, high middle income; By 2045, Vietnam will become a developed, high-income country, one of the leading industrialized countries in Asia.

“Considering the development of the manufacturing and processing industries as the key, digital transformation and green transformation as key transformation processes, are breakthrough new methods to shorten the industrialization process modernization of the country. Determining domestic resources is basic, strategic, long-term and decisive, external resources are important and breakthrough. Domestic enterprises (including both state-owned and private enterprises) are the main driving force. FDI enterprises play an important and breakthrough role in the process of industrialization and modernization”, emphasized Head of the Department Tran Tuan Anh.

Implementing Resolution 29-NQ/TW, according to Mr. Do Thanh Trung, Deputy Minister of Planning and Investment, Secretary of the Government's Party Personnel Committee, the Prime Minister assigned the Ministry of Planning and Investment to preside over coordination cooperate with relevant ministries, agencies and localities to develop action plans. The draft is built in the spirit of sticking to the views and goals of Resolution No. 29-NQ/TW; ensuring the leadership role of the Party and the unified management of the State; concretize the main goals, tasks and solutions, associated with the implementation plan at all levels and sectors according to the roadmap. In the draft, the Government plans to assign 23 targets to the Government's agencies to assume the prime responsibility for, monitor and evaluate periodically at a specific time. At the same time, ten groups of key solutions need to be implemented from now to 2030.

Accordingly, it is necessary to renew thinking, awareness and drastic action, continue to promote industrialization and modernization of the country; building and perfecting institutions and policies to promote industrialization and modernization of the country. Building a strong, self-reliant and self-reliant national industry; accelerate industrialization and modernization of agriculture and rural areas; continuing to restructure the service industry on the basis of science, technology and innovation.

Developing science and technology, innovation and high-quality human resources to meet the requirements of industrialization and modernization; developing synchronous and modern infrastructure; promoting rapid and sustainable urbanization, closely linking and creating a driving force for industrialization and modernization of the country. At the same time, develop economic sectors to promote industrialization and modernization; renovating financial and credit policies to promote rapid and sustainable industrialization and modernization of the country.

Promulgating early action plan to implement Resolution 29

Speaking at the forum, Prime Minister Pham Minh Chinh stated that we are living in an era where science and technology have developed rapidly and are really entering a new stage of development with the Fourth Industrial Revolution. Recently, with the transformation to a new growth model based on productivity and innovation, reducing dependence on competitive advantages as well as natural resources or human resources. At a low cost, Vietnam's economy has achieved new development steps and many achievements.

According to the Prime Minister, the fourth industrial revolution, including digital transformation and green growth, has had a comprehensive and profound impact on industrialization and modernization in Vietnam in various fields with key aspects. Adaptation and development of each country in the current digital and globalization era is a big, urgent, long-term, comprehensive and all-encompassing issue. For Vietnam, well aware of the opportunities and requirements, the Government has proactively adapted and innovated for development, but first of all, constantly strives to continue building a Government with sufficient governance capacity development in the digital age. At the same time, all levels, sectors and the whole of society have changed from awareness to action to take advantage of opportunities and adapt to the challenges of the digital age and green growth.

"Recently, digital transformation in Vietnam has made important strides. Institutions for developing e-Government, digital government and the digital economy are gradually being perfected. Digital transformation within agencies and state administration has had many positive results. The provision of online public services has markedly changed, with nearly 4,400 online public services integrated and provided on the National Public Service Portal. The database is the foundation for implementing e-Government construction, the digital government continues to be promoted to deploy, connect and share to serve the construction of the Digital Government", the Prime Minister stated.

Accordingly, from 2021 to 2030, focusing on directing and promoting the strong application of science, technology and innovation, especially achievements of the fourth industrial revolution, creating breakthroughs in productivity and quality, efficiency and competitiveness of industries, fields and the whole economy; implementing a comprehensive, substantive, effective and sustainable digital transformation. Transforming resource- and energy-intensive industries into green, low-carbon industries; restructuring the agricultural and service sectors on the basis of modern technology, digital technology, developing new types of services of interdisciplinary nature and high added value, accelerating the serviceization of industries processing and manufacturing.

In 2031-2045, focusing on improving the quality of industrialization and promoting comprehensive modernization in all areas of the economy and social life.

The Prime Minister emphasized the need to accelerate digital and green transformation, create breakthroughs, shorten the process of industrialization and modernization, and improve productivity, quality, efficiency and competitiveness of the economy. It is necessary to effectively implement the "National Digital Transformation Program to 2025, with a vision to 2030" (Decision No. 749/QD-TTg) to promote the industrialization process. modernization.
