Renewal of training to meet Customs reform, modernization and integration requirements

A lot of restrictions
According to Mr. Bui Ngoc Loi, the Deputy Director of the Organization and Personnel Department under the General Department of Vietnam Customs, the training of cadres and civil servants has been on the right track with high efficiency. However, there is still not active coordination among specialized units in the development of training programs, standard training suitable for each title and position. In addition, there has not yet been the establishment of a contingent of trainers and there is no policy to attract qualified civil servants and professional staff to participate in teaching.
Particularly, over the past years, the organizational structure related to the training sector has constantly changed which has affected the training activities of the sector. In addition, there is a lack of trainers and the quality of trainers is not equal. The teaching and learning methods are slow to innovate, are theoretically insufficient, lack practical exercises. One of the reasons is that the Customs process has changed a lot and the demands of the industry have been increasing in many areas, putting a great pressure on training programs.
Speaking at the Workshop on Renewal of Customs Training, held at the Customs School of Vietnam on 15 June 2018, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong confirmed that in the past years, the Government implemented a lot of plans and measures to build Vietnam's modern Customs, have a full and transparent mechanism and policies, simple and harmonized customs procedures in line with international standard. The information technology, data processing and extensive application of risk management approached to the level of advanced countries in Southeast Asia.
The Deputy Director General Hoang Viet Cuong also said that in fact, professional capacity and professional ethics of some Customs officers had not met the requirements in the renovation process, not creating nice images. Apart from the main reason due to the self-training of cadres and civil servants, there are some limitations in the training of the Customs.
In particular, for a long time, the training of the Customs has not made breakthroughs, still follows the traditional training methods, which can not catch up with the needs of society, people and businesses. The training content is also theoretical, not really practical for students as well as not linked with the use of post-training staff.
In addition, the training of the Customs sector has not gathered a group but assigned to many implementing units such as the Customs School of Vietnam, Department of Organization and Personnel, which lacks concentration to orient training development. The renewal of training programs and materials has not been synchronous and united.
Need to renew drastically
In order to achieve the objective of building a highly qualified Customs staff with deep professional skills together with civilized and polite attitudes in the use of modern and effective technical equipment, the training and development of human resources is the most important factor in the reform of modernization and integration of the Customs. Particularly, the past time is an objective basis, requiring the training of the Customs sector to be reformed in a radical and drastic manner.
According to Ms. Vu Hong Van, the Vice Rector of Customs School of Vietnam, in order to renovate the training of the Customs, it is necessary to have innovative thought in the training of all levels. Enhance the method of group discussion, online practice, especially with the current information technology boom, the diversification of forms of training will help learners actively operate, which enhances interaction.
Mr. Bui Van Khang, Director of the Quang Ninh Customs Department said that the Customs sector should also apply a variety of online forms to facilitate learners. At the same time, together with the development of trade, the demand for Customs training has been increasing. Subjects of customs training are not only officials and employees but also Customs agents, representatives of enterprises, ministries and branches involved in Customs operations.
According to Mr. Hoang Viet Cuong, the Deputy Director General of Vietnam Customs, the Customs strives to build high-quality human resources, effectively meet Customs reform and modernization, contributing to economic development and national integration. In the period 2018-2020, the training of human resources in Customs will be closely linked to the identification of employment in the Customs sector.

The Customs sector will implement the staff capacity assessment system based on the Professional Capacity Framework. Results of this evaluation will effectively arrange, transfer staff, which ensures the right people. In particular, the training programs will focus on improving management skills for staff in the planning. At the same time, professional training for executives shall meet the requirements of job placement.
