Implementing the Government’s Resolution 19/NQ-CP on improving the investment environment and enhancing national competitiveness and the Government’s Resolution 36a/ND-CP on e-Government, the Ministry of Finance has collaborated with ministries and sectors, to provide e- registration fee payment service for cars and motorcycles to people.
On 22nd January 2018, Ministry of Finance issued Circular 05/2015/TT-BTC guiding the pilot application for declaration and payment of registration fee for cars and motorcycles and e-data interchange on collection and payment of registration fee for cars and automobiles, taking effect since 16th March 2018. During the pilot, in order to facilitate people in implementing e-registration fee payment, the General Department of Taxation has coordinated with banks and service suppliers to supply e-payment service such as Vietcombank, Vietinbank, Agribank and National Payment Corporation of Vietnam (Napas).
With the deployment of the e- registration fee payment service, individuals only implement the registration fee payment at banks and credit institutions which coordinated with the Tax authority.
At the same time, on 16th March 2018, the General Department of Taxation issued an official letter to request the State Bank of Vietnam to strengthen the coordination and information exchange with the Tax authority to expand e-registration fee payment service for cars and motorcycles for providing a better service to taxpayers.

The General Department of Taxation has requested the 4 above-mentioned banks to instruct registration fee payers to write in the list and documents; search and handle errors and adjust information on collection and payment of registration fee in accordance with Clause 2 Article 9 of Circular 05/2018/TT-BTC. If the system does not support the query of vehicle characteristics, the banks will guide registration fee payers and bank officers will write in the lists and documents in accordance to provisions in Circular 84/2016/TT-BTC. At the same time, the dossier code shall be written at column “Declaration number/Notification number/ Decision number” in the lists and documents.
The commercial banks which have not yet met the technical exchange with the General Department of Taxation shall have to guide the registration fee payers and the bank officials shall write in the lists and documents in line with the provisions of Circular No. 84/2016/ TT-BTC. At the same time, the dossier code must be written in the column "Declaration number/Notification number/Decision number" in the lists and documents.
