Ready to deploy Aviation National Single Window and automated system

VCN – Implementing the pilot programme since the end of 2017, the Aviation National Single Window and the automated system at Noi Bai International Airport is ready for official deployment. This will be a premise for the Customs to expand and deploy to unify management nationwide.

Sharing about preparatory efforts in the past, representatives of the Software Application Management Division (Hanoi Customs Department) said the process from the pilot deployment to the stage of official deployment was contributed to by the great effort of many forces, because this system not only has participation of customs authority, import-export enterprises, air warehouse enterprises but also the important role of airlines and State management agencies at Noi Bai International Airport.

During 2017-2018, in the process of starting pilot implementation, Hanoi Customs Department worked with units of the General Department to determine requirements of management problems and professional management requirements and the list of functions and installation of the system implemented at Noi Bai International Airport Customs Branch.

However, in the implementation process, there were still many obstacles and shortcomings that needed to be overcome due to the problem of large data processing technology, the diversity in international standards used in information exchange by aviation telegraphs, uneven ground in IT application and differences in the exploitation practices of enterprises in the international aviation industry and Vietnam. Therefore, participating units need a lot of time to survey and develop a roadmap and implementation plan.

According to the Software Application Management Division, at the end of 2018, the system could not be implemented yet because it needed to unify requirements of management problems, professional management requirements, list of the system functions, clarifying the problems, shortcomings, causes abd clearly defining the responsibilities of the parties involved, as well as building a roadmap and detailed implementation plan.

As too many issues needed to be solved, while the request of the leaders of the Ministry of Finance, leaders of the General Department of Vietnam Customs and Hanoi Customs Department set out was to urgently handle problems, find solutions and coordinate with related units to implement synchronously, a representative of the Software Application Management Division of Hanoi Customs Department said.

Therefore, moving to 2019, from the beginning of the year, Hanoi Customs Department worked with the Customs IT and Statistics Department and Customs Supervision and Management Department at Noi Bai by three times to solve four problems in 2018, and developed a roadmap and implementation plan.

In 2020, with the determination of leaders of the department, the problems, shortcomings, proposals, recommendations and suggestions for the implementation have been reported to the Ministry of Finance and the General Department of Vietnam Customs by leaders of Hanoi Customs Department, based on the determination of leaders of Hanoi Customs Departments together with Customs IT and Statistics Department, as well as Customs Supervision and Management Department; at the same time, working with the airline units, air warehouse enterprises to deal with problems relating to the system and coordination.

After the last upgrade on February 13, 2020, the system has basically been completed, meeting professional requirements. Until now, 100% of airlines have sent information to the National Single Window portal as prescribed.

However, many airlines are still declaring a lack of information and late compared to the prescribed time (three hours for long flights and 30 minutes for short flights before aircraft landed). The rate of automatic handling and settling of information about goods expected to be taken to the supervised area reaches more thhan 95% (the corresponding rate of each ACSV warehouse is 95%, ALSC is 99.6%, NCTS is 93%).

According to the Hanoi Customs Department, through checking the manifest, the main reason was because airlines declared missing information, incomplete, inaccurate and late declaration compared to prescribed time.

Accordingly, about 4% of flights declared by airlines had missing, incomplete or inaccurate information on goods compared to the regulations. About 1% of flights did not declare accurately the code of the warehouse, resulting in unidentified flights as no warehouse was ready to serve.

To handle the remaining issues, the Hanoi Customs Department is requesting the Customs IT and Statistics Department add functions of statistical reporting and user support.

The Customs Supervision and Management Department has issued professional documents with sanctions guidance for airlines and warehouse enterprises which declare insufficient, incomplete or incorrect manifest information to the National Single Window system.

At the same time, deploying blocking of goods deposit into the warehouse in case the goods do not have appropriate information matching information on the list of goods expected to stowage; provisions for the case where goods do not have information consistent with the information on the list of expected to stowage, the warehouses must take to separate monitoring area, do not implement get-in procedures, do not exploited goods; strengthening the application of risk management, screening goods before implementing cargo clearance.

According to the Hanoi Customs Department, the next deployment plan is connecting to National Single Window System with the flight management system of Noi Bai International Airport in March 2020. Reporting, evaluating the results and the response of the system to the requirements of management operation problems and functions of the system.

Complete the user guidances, guidances about professional operation process. Training and guidance on using the system for Customs officials, airwarehouses and airlines.

At the same time, Hanoi Customs Department will thoroughly grasp the warehouses and airlines on fully declaring accurate information within the prescribed time limit and notify specific sanctions for each violation.

Organize business conferences to inform the official implementation plan to import-export enterprises, customs brokers and guide the cargo monitoring process after the implementation of the aviation national single window and automated system at Noi Bai international airport.

Report to General Department of Vietnam Customs on the plan of official deployment of the system in May 2020. Based on the implementation results, the Hanoi Customs Department will summarize and report to the General Department of Vietnam Customs the results of the official implementation in Noi Bai and proposes to expand the implementation to unify management in the whole country in May 2020.
