Apply IT in most stages of the tax management process

At the conference to introduce tools and applications developed by tax departments to select tools and applications for nationwide expansion held by the General Department of Taxation on November 6-7, Deputy Director General Dang Ngoc Minh said that with the development of the fourth industrial revolution, the Government and Ministry of Finance always consider IT application as a core factor in promoting administrative procedure reform from the central level to localities with the key task of implementing comprehensive and widespread digital transformation for both people, businesses and state agencies, thereby improving the management and operating efficiency of most stages of the tax management process and provision of taxpayer support services.

According to the Deputy Director General, the effective implementation of IT applications has contributed to promoting the reform of administrative procedures, electronicization, and digitization of tax management in accordance with the Government's digital transformation orientation and taxpayers' need to access electronical information while contributing to increasing state budget revenue.

In particular, in recent years, IT application has actively contributed to implementing digital transformation in the Tax sector, successfully deploying electronic invoices nationwide, expanding the implementation of electronic invoices initialized from cash register; deploying eTax Mobile electronic tax payment service, Electronic information portal for foreign suppliers and e-commerce information reception portal; integration with the national population database to use personal identifiers as tax codes; deploy risk management in the use of electronic invoices and tax refunds.

In addition to the IT application system built by the General Department of Taxation, the central installation at the General Department of Taxation and deploying to 63 tax departments nationwide, from 2003 up to now, tax departments of provinces and cities have built a total of 80 tools and software to further support tax management at tax authorities in accordance with local characteristics.

Improve the effectiveness of applying IT tools in tax management

According to Director of the Department of Information Technology Pham Quang Toan, the General Department of Taxation has compiled 80 tools from 20 tax departments, including 39 tools related to policies and professional management processes on tax declaration and notification, debt management, household and individual business management, inspection, document lookup, taxpayer information lookup, analysis and comparison of electronic invoice data, comparison of electronic invoices with records VAT declaration; 8 tools to support tax management and 23 internal tools (support for document processing, initiative scoring, timekeeping, emulation, professional handbooks, multiple choice exams, user administration support, equipment management).

Through review, the General Department of Taxation has selected 19 tools that meet tax management requirements.

Discussing the tools developed by tax departments themselves, Director Pham Quang Toan said that the selection of introducing 19/80 application tools of tax departments is based on the following criteria: tools for construction and implementation within the past 10 years; tools have formed the application functional interface; meet the tax management requirements that are being focused on by the General Department of Taxation and tax departments in the current period (such as exploiting e-invoices, managing business households and individuals, finalizing personal income tax, managing risks, tax management for some specific fields such as land, petroleum, etc).

At the conference, representatives of leaders and experts from tax departments presented and introduced details about IT tools and applications developed by tax departments related to 5 groups on tax management and business households management; electronic invoice data control group; tax registration, tax declaration and control group, group providing taxpayer support channels and support group for inspection, examination and risk management.

Units under the General Department of Taxation and tax departments directly participate in commenting and evaluating the necessity, effectiveness and ability to deploy tools and applications nationwide.

Basing on the presented content and evaluation opinions at the conference, Deputy Director General Dang Ngoc Minh directed units under the General Department of Taxation to research and advise the General Department's leaders on the next implementation plan to improve the effectiveness of tool application in tax management throughout the sector; For applications that can be applied immediately nationwide, they will be deployed to all tax departments immediately after the conference.
