Prohibited goods in hundreds of “derelict” consignments

The Noi Bai cargo terminal service (NCTS) and ALSC cargo terminal have been quite busy recently. A series of vehicles have lined up to receive imported goods from foreign countries to Vietnam through Noi Bai International Airport. All these goods are under the surveillance and supervision of the Customs Branch of Noi Bai International Airport (under the Hanoi Customs Department). After Customs clearance of imported goods, they will be handed over to the partners. However, just like in other international airports, Customs officers of Noi Bai International Airport have to extensively monitor and handle the backlog.

As a reporter of the Customs Newspaper saw, there were hundreds of derelict consignments in warehouses. In particular, many consignments with the bill of lading showed that they came to Noi Bai International Airport from 2015 and 2016. In addition to Customs declarations on consumer goods and office equipment, there were many prohibited goods and consignments with goods causing environmental pollution. In recent years, the Anti-smuggling and Investigation Department (under the General Department of Vietnam Customs); and the Customs Branch of Noi Bai International Airport discovered many prohibited goods when owners tried to conduct wrong declarations.

On the last days of February 2017 and early March 2017, in accordance with the Direction of the leader of Vietnam Customs on inspections for the above consignments at Noi Bai International Airport, Customs officers of the General Department of Vietnam Customs; the Hanoi Customs Department and the Customs Branch of Noi Bai International Airport reviewed, classified, examined and handled goods at a high-risk level. During Customs inspections, there were many consignments found to be containing prohibited goods from African countries to be handled by the Customs force.

From 27th February 2017 to 3rd March 2017, at the warehouses of the Noi Bai cargo terminal service (NCTS) and ALSC cargo terminal, the Anti-Smuggling and Investigation Department under the General Department of Vietnam Customs – the Northern Smuggling Control Team (Team 1); the Information Processing Division (Division 2) and the Online Customs Supervision Division (Division 3) in collaboration with the Hanoi Customs Department (the Customs Control Team and the Customs Branch of Noi Bai International Airport) under supervision of the Government Inspection Mission conducted physical inspections of 6 consignments from Kenya, Nigeria, Cameroon and Portugal to Noi Bai International Airport from 2015 and 2016. Specifically, the functional forces seized 3 consignments transported from Kenya containing 294.4kg of Khat leaves (used for narcotics); 2 consignments from Nigeria and Cameroon containing 704kg of pangolin scales; and 1 consignment from Portugal containing 20.4kg of ivory.

Typically, on 27th February, at the warehouses of the Noi Bai cargo terminal service (NCTS), the functional forces conducted physical inspections of the consignment with the bill of lading No. 7062919451 which was transported from Kenya to Noi Bai International Airport on 23rd February 2016. After physical inspections, the functional forces detected 2 parcels covered with nylon (PE), with 18 nylon bags containing Khat leaves (used for producing narcotics) and the total weight of two parcels was 68.4 kg.

Then, on 28th February 2017, 28, also at the warehouses of the Noi Bai cargo terminal service (NCTS), the functional forces conducted physical inspections of the consignment with the bill of lading No. 70625431851 from Kenya to Noi Bai International Airport on 9th April 2016. In the presence of NTCS representatives, during physical inspections, the functional forces detected 7 suitcases with 31 bags containing dried leaves (Khat leaves) inside the consignment with the bill of lading No. 70625431851.

On 3rd March 2017, at the warehouses of ALSC cargo terminal, Customs officers conducted physical inspections of 2 consignments from Cameroon and Portugal to Noi Bai International Airport on 19th August 2015 and 21st September 2016 respectively. After physical inspections, the functional forces seized 25 parcels containing pangolin scales with a total weight of 357kg. Then, functional forces continued to check the remaining consignments and found an ivory tusk cut into 3 pieces.

In these cases, the functional forces coordinated with the Drug Dispatch Center (the Ministry of Public Security) and the Institute of Ecology and Biological Resources to take samples and seize violated goods for handling in line with current regulations.
