Accordingly, the Decree revises regulations on the responsibilities of specialized state management agencies at border gates.

Specifically, the Border gate guard is in charge of advising the Ministry of National Defense on the implementation of the contents of state management at border gates under the responsibility of the Ministry of National Defense.

Manage and protect national borders, a system of national landmarks, border markers and signs, and border works in border-gate areas, border-gate works; assume and coordinate with agencies and organizations in maintaining security, social order and safety, and protect the lawful rights and interests of agencies, organizations and individuals in border-gate areas.

Controll entry and exit at Ministry of National Defense-managed border gates; implement border guard procedures, issue, modify, supplement and cancel visas; issue temporary residence certificates following the law; inspect and handle violations of the law on entry and exit at border gates; inspect and control vehicles when there are signs of law violation, handle law-breaking vehicles in border areas.

Coordinate inspecting and supervising goods and articles on exit and entry across border gates; maintain the security of imports and exports; prevent and combat smuggling and trade frauds.

Assume the prime responsibility for, and coordinate with specialized state management bodies at border gates in building regulations on coordinating activities in performing tasks at the border gate.

The border gate customs office assumes the prime responsibility for carrying out customs procedures, inspection, supervision and control for exported, imported, and transited goods and luggage of people on exit or entry; prevents and combats smuggling and illegal cross-border transportation of goods. Coordinates control of means of transport on exit, entry and in transit. Implement the tax law on imported and exported goods and perform other tasks per the Customs Law.

The Decree supplements the following provisions: the specialized state management agencies at the border gate are responsible for connecting and sharing information related to the export, import and transit of goods and people and means of transport under the National Single Window.

The specialized state management agencies at the border gate may establish a mechanism for exchange and discussion with the border gate agency of the partner to coordinate in solving problems related to entry, exit, export and import activities.
