Managing the milk price is assigned to the Ministry of Industry and Trade

This is one of the provisions issued in Decree 149/2016 ND-CP amending and supplementing a number of articles of Decree 177/2013/ND-CP detailing and guiding the implementation of some articles of the Government’s Law on Price.
For goods and services which are subject to price stabilization, Decree 149/2016/ND-CP stipulates the ministries and agencies which are responsible for chairing and coordinating with the competent State authorities to receive the price application at the Central government to guide in detail the commodity catalogue consistent with each period.
Specifically, the Ministry of Agriculture and Rural Development chairs and coordinates with the Ministry of Finance to have detailed guidelines for commodities: plant protection chemicals (insecticides, fungicides and herbicides); prophylactic vaccines for livestock and poultry; Edible salt; Edible sugar (white sugar and refined sugar); paddy rice and ordinary rice.
The MOIT chairs and collaborates with the Ministry of Finance to guide in detail for the commodities: Urea Nitrogenous Fertilizer, NPK Fertilizer.
The Ministry of Health is responsible for guiding in detail for Prophylactic medicine and curative medicine for persons under the catalogue of essential medicines used at the medical examination and treatment facilities. It chairs and coordinates with MOIT to guide in detail the milk for children under 6 years old.
Besides, Decree 149/2016/ND-CP is also amended and supplemented on the competence and responsibility for evaluation. According to the regulations, the Government and the Prime Minister shall evaluate the goods and services which are specified in Clause 1 and 2, Article 22 of the Law on price and the price of the goods and services under the provision of the relevant specialized law.
The Decree specifically stipulates that the Minister of Finance regulates: the specific price for assessment services of vehicles (including vehicle registration service and exploited building, and sea gas oil transportation). The price bracket for clean domestic water; medicine audit service for animals and plants; the service of vaccination, antidotal and sterilization for animals, diagnostic veterinary. The maximum price for the products, public irrigation service; medical quarantine services, preventive health services in the public health facilities.
The maximum purchase price, minimum selling prices of goods of national reserve (excluding goods of national reserve in the field of national defense and security); the norm of importing and exporting cost at the storage of national reserve and the maximum exporting cost outside the storage and the preservation cost of the national reserve goods; the minimum selling price for cigarette products consumed in the country, etc.

The Minister of Industry and Trade regulates: The specific price for electricity transmission price, the ancillary services price of the power system; the price bracket for power generation price and power wholesaling price; the minimum price for the technical assessment services of machinery, equipment, facility and the substance which are strictly required on the specialized safety in the field of industry.
The Minister of Health regulates: the price of medical examination and treatment service as prescribed by law on medical examination and treatment and health insurance, etc.
